OakTree, if everyone knows this then it has some 'intimidation' power because a person knows the possibility of oversight by someone else. At our committee meetings, a treasurer's report is produced along with a copy of the account statement (which the two signature people can also access online). Someone would have to be really 'not smart' to think they could go undetected for more than a month.

Even for our little bity bank account all of the committee members initial the bank statement saying that we saw it and verified the balances at every committee meeting.

If the embezzler was like some in this area (GS cookie money and a couple of BS people) then he'd "borrow" money when he "needed" and put it back when he "won". The amounts were never huge in any one transaction but they added up to some serious amounts when you totaled it up over the course of the "borrowing". The article didn't say he'd taken all of it at once or how the "distribution of funds" occured.

 

NOT DEFENDING THE GUY. (emphasis not yelling) Just a possibility of how it never got noticed.

A good reason to have an in house audit each year. We discovered some sloppy bookwork that had to be corrected (but no fraud) when we changed treasurers.

Without knowing any details, anything about their costs/expenses, it does seem like a hugely excessive amount to be holding.

Not enough to make something like this possible, we'd have to raise our Cash per Scout ratio significantly(like 14x) to have that kind of cash on hand.
