ScoutNut
It seems odd that a council would tell a CM to remove one of the Packs den leaders - period. Unless it is a YP/background check issue the council has absolutely no say so in "firing" any unit leader. This is definitely a personality issue (arguing and being late all of the time are not against any Scouting "rules"). You need to talk to your CO as Calico suggests. And soon. By the way, ALL registered adults in your new Pack (including the COR) should get FULLY trained as soon as possible.
NJCubScouter
One thing I have learned in my years of reading this forum is that when someone says "Council said..." or "District said..." or "Council office said...", the rest of the sentence can range from the most rational, BSA-compliant suggestion to something completely off-the-wall, policy-violating and sometimes counterproductive suggestion. Not much different from "The Government says...", I guess.
JFL49
Various BSA publications provide guidance on this important issue. For example, Administration of Commissioner Service (page 32): http://www.scouting.org/filestore/pdf/34501.pdf Also, Selecting District People (page 25): http://www.tidewaterbsa.com/forms/district%20council%20operations%20manuals/SelectingDistrictPeople.pdf I trust this is helpful.
