The Cub Scout program has positions (Den Leaders, Cubmaster, and assistants) that have "Direct Contact" with the boys. The Committee, on the other hand, does not have "Direct Contact" as far as their scout duties are concerned. Now usually they are parents and do have direct contact but NOT as a scouter. This is like the cook in a school. They do not have direct contact with the kids like the teachers do. Another term you'll hear is "Unit Serving": These are Scouters who are registered within a unit , as opposed to District or Commissioner Service.
