In this area we have had several troops that have had their troop trailer stolen with all their gear they gut it up and go on. If you want the by the book answer no the scoutmaster should not be responsible for equipment the committee is supposed to appoint a member to be the equipment supervisor to aid the youth quartermaster. Most scoutmasters do keep half an eye on gear to make sure it does not get left behind at a campsite. Our troops gear is all hard used by many 10 - 16 year old boys it has a pretty high breakage rate. They are even harder on their stuff they bring from home. Stosh Posted July 21, 2007 Share Posted July 21, 2007 If you have a boy in the troop that is the troop quartermaster and you have to ask this question, the obviously the boy isn't fulfilling his POR respsonsibilities. Technically the sponsoring organization "owns" the equipment. If your troop should happen to become inactive, the SO gets all the equipment. Stewardship of the equipment is the troop's. But a functional QM should be sufficient to make sure the equipment is monitored, inventoried and taken care of. If not, you need a new QM. If the SM is running around doing the QM job, then there's something seriously wrong with the set-up of the troop. Link to comment Share on other sites More sharing options...

scoutldr Posted July 21, 2007 Share Posted July 21, 2007 How about just telling us what the real issue is? As stated, the chartering organization (CO) owns the troop and the equipment/money. If something has happened to the equipment, the COR should express their concerns to the Committee Chair (CC). The troop committee is responsible for the business side of the operation of the troop, whereas the SM and ASMs are responsible for training the youth to run the troop. So, unless the SM has committed theft or gross negligence, I would say he/she is no more liable than any other registered leader. if equipment has been lost/damaged in the normal course of use, that's just the cost of doing business (within reason, of course).
