Chain of command in boy scouts' leadership position (Scouts Leadership hierarchy)

It is your unit, you can decide what's best for the troop.  There is much we don't know about the scouts and the situation to decide which one is best for the position. Your scouts should decide. I would leave it up to PLC to make the decision.

As it is written, a responsibility of ASPL is to lead when SPL is unable to do so. A Troop Guide assists and counsels new leaders.

You (the SM) can easily appoint Scout A as a JASM provided he is 16yrs old.  Not for just camp, but for his regular position.  Scout A is not new to scouting or camp so supporting the camp SPL should be easy.  

A great time (one week) to see how the ASPL can do in the SPL position.  If he won't or cannot, may be a good time for some reflection and SM conference.

And, pay his camp fees. We pay our SPL's camp fees because they work hard and are exhausted by the end.

Look at both the lines on the chart, and job descriptions. Troop Guide reports to the SPL like the ASPL. However, the ASPL assumes the SPL's duties when the SPL is not around according to the job description.

So Scout B is in Charge

An Aside, the chart is scewed up as the Older Scout patrol Leader doesn't report to the SPL, as they should.

Scout B, the ASPL is the functional SPL in the absence of the SPL at all unit functions under the auspices of the BSA. This is all handled in the Troop Leader Guides, the SPL handbook, the PL handbook, etc ...

Your question makes me think that there is something else going on here.
