Original 14 badges of merit

I was reading an article and the article referenced a master-at-arms badge where you had to be proficient in two “combat” sports like fencing or jiu jitsu.  It said that the badge was part of the original 14 badges of merit.  I can’t find anything online agout these initial 14 badges of merit.  Can anyone offer any help?

Interestingly, one of our crew's more interesting venturing meetings was a night of self-defense instruction. One of our dads founded our university's judo club, which years later fielded a lady who qualified for the US Olympic team.
