A troop is composed of patrols. Boy scouts of America, Boy Scout Handbook, 13th ed., at p. 25 (2015) A Boy Scout is to primarily experience Scouting in a patrol context. A troop-based program would be quite different from what is supposed to be the case with Boy Scouts. There is no "troop method" in Boy Scouting.
