robert12
Reading over the new Guide to Awards and Insignia, in the sentence proceeding the new rule about nonuniform wear of the neckerchief, I came across this: "Local councils may prescribe that the specific official neckerchief be worn by Boy Scouts and Scouters on a council or district basis. I do not remember anything similar in previous revisions, but I could be wrong. Has anyone ever heard of a council doing this?
Stosh
It applies to district and council level volunteers. If I wear a unit necker I do so when I am doing SM stuff. When I am doing UC stuff, I would wear the district/council necker. That's all that means. Same for the shoulder loops.
00Eagle
I can see it applying to specific events and/or contingents. Go on a Philmont trek with a council-contingent, wear the contingent neckerchief. At the big council jamboree, wear a council neckerchief.
