Many of us agree that the DEs have a thankless job with too many competing and conflicting responsibilities. How should the job be split into positions that are not only doable but serve the boys?

that about sums up what the actual members want from a de. and also of course to help out/offer guidance when problems arise.

Having a lot of the correct information and actually knowing about the program. However, the District Committee Members need to should some of the respondsibility as well.

I would agree, but add.... or maybe expand on the "events" to include facilitate leader training programs.

I think there could be more classes offered if it were a regularly scheduled thing that didn't rely 100% on volunteers. Sure, get the experienced volunteers to teach the nuts and bolts, but don't ask them to coordinate and facilitate. The DE could even be responsible for the more mundane parts of training such as the paperwork stuff.
