Although I haven't heard of a Scoutmaster being sued over not signing off on scout spirit, with high school coaches being sued over not starting a kid it's bound to happen. In addition what about board of reviews, and other requirements that are left up to the troop or council to define. I am not a lawyer. But I do see the potential for a lawsuit if a boy doesn't make Eagle on his first board.
