Perhaps all members of congress--or members of the UN for that matter--should wear balloon hats while debating the serious issues of our day. Couldn't hurt; might help. Or smiling, at least. Universal language. All humans speak the same language immediately after birth. That changes after the first year, thru no fault of the newborn. I once saw a very clever comedian, his schtick was "the universal translator" : Czechoslovakian baby : "Ayagaga bluggggh". Chainese baby: " Ayagagablugggggh".
