How do YOU define active

I, too, tend to do like Bob White and others: talk to the boy, ask whether he thinks he's been active, etc. Usually they deal honestly, but occasionally someone tries to be cute and ends up not convincing either of us. Of course, your situation may be different-- some boys may be able to look right in your eye and claim that 3 meetings in 6 months is being 'active.'

I just have an aversion about adults legislating rules, regulations and procedures within a troop. Of course, you may be forced to do so, but it's best if done by the PLC.
