Signing Rank Requirements

As a general principle the youth leadership in a non cub unit can sign off on advancement requirements, except for merit badges. I am not aware of any minimum standard, perhaps Bob White can contribute here. In our troop we generally limit this authority to elected leaders (SPL, ASPL, PL), instructors and troop guides. In my mind a JASM can also sign off on requirements, although we currently do not have such people in our unit.

It is my understanding that it is the responsibility of the SM to maintain a list of people within the Troop who can sign off on requirements. This list could include: SM, ASM, Comm Members, SPL, ASPL, PL and anyone else who the SM thinks is qualified. A Scout who is authorized can sign off on another Scouts requirement as long as he has acheived the rank being signed off on.
