It seems that the letter that is supposed to be going out from National is still sitting on someones desk waiting for a signature. A month after the cars disapeared and still no begining to the search on the part of national. This is a biggish council with lots of people moving around in the main office. That someone should have been your SE with a small group with him. The memo about the race (before it happened) inviting councils to participate was addressed to the Scout Exec.
