First Class and below is about Scouting skills, not recruiting." We've had a bunch of boys join the troop over the years, specifically invited to join by another kid in the troop, even before the requirement was added. Yes, the little brother will count when he is eligible to join Boy Scouts in a few weeks. He is already 11, and is about to earn his AOL, is at least 10 and not yet 18. Thanks.
