In the Commissioner Fieldbook for Unit Service, http://www.scouting.org/filestore/pdf/33621.pdf, there is a chapter titled "How to Remove a Volunteer", it states: Who has the authority to remove a volunteer? A good rule of thumb is this: The person or group with the authority to appoint a volunteer has the authority to remove and replace that volunteer And goes on to state, In the case of unit Scouters, commissioners must remember that it is the chartered organization that has made the appointment.

From the Guide to Advancement,(you should read this from front to back, http://www.scouting.org/filestore/pdf/33088.pdf) 4.2.1.4 The Scout Is Recognized - When the board of review has approved his advancement, the Scout deserves recognition as soon as possible. This should be done at a ceremony at the next unit meeting. The certificate for his new rank may be presented later, during a formal court of honor. If your district is like mine and about an hour away from the closest scout shop, I would recommend recognizing the young man will and an announcement and a congratulations at the next meeting, and have a patch presentation monthly for all that advanced in the last month, cards can be handed out at the quarterly COHs.

I do not believe that this would have been released, or leaked I’m not sure, if the votes were not there for it to pass. Not including Baptists, because they have no central governing body, my gut tells me three of the big five chartering organizations have already given this the OK: LDS, Lutheran, and Methodist. -

I went a few years back to the Unit Commissioner course. I was expecting some super top secret training only available at Philmont. That’s not what it was. It was basically the commissioners Bachelors and Master rolled into four days. It did give me a chance to talk to commissioners from all over the country and find out how they handle issues. Our course was conducted by a Scout Executive, Council Commissioner, and Council VP from a council near Louisville Kentucky, we got some real insight from them on how councils operate. The Director of Support Services from national came in for a bit and discussed several items that national was reviewing at the time that related to commissioners. The one bit of advice that I have is be prepared to take back a lot of stuff, souvenirs and scouting material, they really loaded us up on scouting material to the point that I didn’t know if we could take it all back with us.

I have given up on this argument with most in the pro gun control crowd. Here how it normally goes: Me: The Constitution states "...the right of the people to keep and bear arms shall not be infringed." Pro Gun Control Person(PGCP): (insert favorite pro gun control talking point) Me: But the Constitution states "...the right of the people to keep and bear arms shall not be infringed." PGCP: (insert second favorite pro gun control talking point) Me: But the Constitution states "...the right of the people to keep and bear arms shall not be infringed." PGCP: (insert third favorite pro gun control talking point) Me: You really don't care what the Constitution states? PGCP: Guns are evil On another note, as you all know the 2nd amendment is part of the Bill of Rights. What most people do not know is that the Bill of Right contained a preamble, that was passed along with the 10 amendments, "...THE Conventions of a number of the States, having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of public confidence in the Government, will best ensure the beneficent ends of its institution..." Sounds like to me that the original states feared that the federal government would overstep its Constitutional authority, so they passes the Bill of Rights in to prevent abuse of power by the government. "Congress shall make no law" and "shall not be infringed" seems to me to mean just about the same thing.

While looking for some "old" items I did a search for "commissioner", and the website only returned six items, commissioner message pens, National Commissioner Emblem, Regional Commissioner Emblem, Commissioner Fieldbook for Unit Service, Knots of Recognition(which includes the Distinguished Commissioner Award Knot), and the Handbook for District Operations. Something is very wrong with scoutstuff.org

Last year the Great Smoky Mountain Councils Camp Buck Toms offered Venturing camp, and on the last day there was a tour of the Oak Ridge National Laboratory. The leaders guide can be found on this page, http://www.bsa-gsmc.org/venture-camp/46561 this is last years info, but call the council office and someone should be able to fill you in on this years program.

Has anyone ever heard of the supreme court case United States vs. Miller? While I understand there are some issues citing this case, the defendant died before the case was heard and no defense was presented and that short barreled shotguns had actually been used by the army but the government did not present that information to the court, it does offer some insight into how the federal government and the supreme court once interpreted the second amendment. The governments case centered on that a short barreled shotgun was not military style weapon suitable for use in an organized militia, therefore it did not fall under the second amendment. The court found that "In the absence of any evidence tending to show that possession or use of a 'shotgun having a barrel of less than eighteen inches in length' at this time has some reasonable relationship to the preservation or efficiency of a well regulated militia, we cannot say that the Second Amendment guarantees the right to keep and bear such an instrument." The argument that an AR-15 or similar type firearm is a military style weapon viewed in light of the courts finding in this case only solidifies that they are covered under the second amendment. As a side note the AR in AR-15 does not stand for assault rifle, it is an abbreviation for Armalite, the AR-15s original manufacture. This is the same company that manufactured the AR-5 and AR-7, neither of which I believe anyone would describe as an assault rifle(This message has been edited by click23)

Any discussion on gun control needs to examine the second amendment, "A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed" Well regulated- This had a different meaning in 1791 than it does today, more like well disciplined/well trained. militia- No, this has nothing to do with the national guard. The militia, per federal law, is all able body males between 17 and 45, with a few exemptions. the right of the People- Nowhere else in the Constitution does a right attributed to the people refer to anything other than an individual right shall not be infringed- Pretty self explanatory The reason behind the second amendment is not to protect hunting rights, it is to protect all of our rights. It is to protect us from our government. During the time of the American Revolution hunting and military firearms were pretty close to the same, that is how we were able to fend off the British. If we were to have a tyrannical government today, and that in itself is a separate conversation, how could we defend our selves against modern military arms with bolt action rifles and single shot shotguns? Semiautomatic rifles will put the people at a severe disadvantage. I am with Papadaddy on this, life without parole for crimes committed with a firearm, and let nonviolent drug offenders out. "Are we at last brought to such humiliating and debasing degradation, that we cannot be trusted with arms for our defense? Where is the difference between having our arms in possession and under our direction and having them under the management of Congress? If our defense be the real object of having those arms, in whose hands can they be trusted with more propriety, or equal safety to us, as in our own hands?" -Patrick Henry

Does your Troop and Crew????

I knew of a troop and crew that did this, it was an utter failure. Venturing is not boy scouts, if you try to operate them as one unit you are asking for a failure of the crew. Occasional joint activities of troops and crew at the same CO on the other hand is a great idea. -

This is basically a customer service survey sent out to parents, leaders and youth.

I know at one time every position on the district committee had an individual position code. I believe 120 was activities chair, but I am not sure on the rest. I would bet that 112 is an old district or council committee position.

I know of a troop and a pack in my district that have a combined committee, dual registered as troop and pack committee members/chair. It works very well for them, and there is a strong bond between the units. They have a strong committee chair that makes sure it works. -

Ok I finally got it to work. Very limited in what you can do now. As a Troop Committee member I have access to a dashboard that includes a calender, announcements, and my profile. Calender- I can only look at it, no edit capabilities. Announcements- I can only look at it, no edit capabilities. Profile- I can edit my address, email address, and phone number. As District Commissioner I have the same as above plus a roster manager, a calender edit tool and an announcement edit tool. Under the Roster Manager I can see all of the people registered on the district level, and a list of all of the units in the district and their membership. I cannot see their registered positions, or distinguish between youth and adults. It does appear that I can edit mailing addresses, email addresses, and phone numbers of not only members of the district committee and the commissioner staff, but also members of individual units. I can also export rosters in three formats: Calling List- Name and phone number Mailing List- Name and mailing address Member List- Name and member ID It appears that the Key 3 can have all of this for their organization, unit leader, committee chair, and chartered organization rep/district commissioner, district chairman, and district executive. The biggest issues with this initial release is not being able see registered positions, or distinguish between youth and adults. Upcoming additions and changes to the system Release 1.1 -Youth Protection training status available for all registered adults -Key 3 administrators will be able to update Completion Date for Youth Protection training records in their organizations -Member has ability to associate multiple member numbers with an account Release 1.2 -Ability for members and Key 3 administrators to print membership cards -Council Name search option for members -Key 3 administrators have ability to grant three additional registered leaders the authority to update information -Email alerts will be sent when calendar updates and announcements are made -Councils will have the ability to advertise, post current events, provide important information and updates to their volunteers in the Council News section Release 1.3 -Key 3 administrators have ability to update adult leader training records -Rosters can be organized into subunits (e.g., dens, patrols) -New Event Attendance feature -Unit tools will now be available for Explorer posts -

qwazse, you need to take a look at the Guide to Advancement, "Though it has not been clearly stated in the past, units, districts, and local councils do not have the authority to implement a different system for merit badge approval and documentation." The procedures and this statement make it clear that the only acceptable merit badge application is the Blue Card, #34124.
