Although I agree it is not what we are used to, it does have correct the ScoutParents logo which it seems they are trying to get out there. Look at what they have done with some of the recent uniform knots, I would not have thought that they were offical if I didn't know they were.

I am thinking that is was up to whoever put on the week. The Boy Scout Division decided to make patches for their participants, the Support Services Group did not(who conducted my week).

That is an awesome project. As for your question, there is a bit more than what you have listed on the Life to Eagle workbook: When the completed application is received at the council service center, its contents will be verified and the references contacted. The Scout shall have listed six references (five if no employer, and parent if no organized religious association). The council advancement committee or its designee contacts the references on the Eagle Scout Rank Application by letter, form, or telephone checklist. (The council determines the method or methods to be used.) The candidate should have contacted those individuals listed as references before including their names on the application. If desired by the council, the candidate may be asked to deliver a blank reference form and envelopes to the listed references. The candidates should not be involved personally in transmitting any correspondence between persons listed as references and the council service center or advancement committee. If the initial reference letter or form is not returned to the council in a timely manner, the council advancement committee must make direct contact with the reference(s) listed on the Eagle Scout Rank Application on its own, by follow-up letter, phone contact, or other methods as it chooses. The candidate shall not be required to make a follow-up contact with the reference or submit other reference names. A Scout cannot have a board of review denied or postponed because the council office or council advancement committee does not receive the reference letter forms he delivered. The key point in your case is- "the candidate may be asked to deliver a blank reference form and envelopes to the listed references. The candidates should not be involved personally in transmitting any correspondence between persons listed as references and the council service center or advancement committee." So you could use his template, and give it along with a envelop address to who ever your EBoR wishes. You are to have no contact with the completed references, and you need to ask the people who want to give the references if they are willing to.

I was in the Unit Commissioner class, which is not listed on the ebay listing, but could fall under Supplemental Training. The participant patch was the only one that was offered, and that is what the faculty received, well received in front of us. I do prefer dated patches to non dated patches, but I am not sure what I like least Supplemental Training or Participant. (This message has been edited by click23)

For those of you who attended PTC this year, did your patch look like this ebay listing? http://tinyurl.com/6gvmh2 Mine sure did not, and only says participant and no year. I had seen some of the class specific patches from years past and was a little disappointed when I received mine.(This message has been edited by click23)

Alcohol at Eagle Court of Honor Reception

As a unit commissioner, if one of my unit leaders had this situation and asked my advice, I would simply say after the closing ceremony for the ECOH, have one of the parents stand up and say "Thank you for coming to the ECOH, you all are welcome to attend our private reception." Out of respect for scouting, I would have urge them to request that all scouts and scouters change out of their uniforms. -

In the latest issue of Scouting they list a link that you can take a survey, for which you will receive a "Year of the Volunteer" patch. www.scouting.org/bsasurveycenter password is SCOUTING, all upercase. It only asks a few questions, but these two seem to be the reason behind the survey: Would you pay an additional subscription fee to receive Scouting magazine in print as it currently exists? Which of the following best describes your likelihood of using Scouting magazine if it were no longer available in print and was available only as a Web site? I think this goes back to the McKinsey study, one item that I have heard mention is that all bin publications, the freebies from you council office, will only be available online, or printed at the council level. Having Scouting online sure seems to go along with that.

Yes that is in the books, but it is not enforced, as it is allowed to register as a commissioner and other positions in BSAs registration software. "removing leaders, revoking memberships, etc. and has been doing so at his leisure" Is he doing this just in the unit that he is COR or other units in the district? As for the tax ID number, in most states units need to use the ID number for the chartering organization, but others, I believe New York is one, require that you use the ID number of the local council.

Bob White, I have no doubt that is what you were told, but this is from the "annual charter agreement" "Provide primary general liability insurance to cover the chartered organization, its board, officers, chartered organization representative, employees and volunteers currently registered with Boy Scouts of America. Coverage is provided with respect to claims arising out of an official Scouting activity with the exception that the coverage is excess over any insurance which may be available to the volunteer for loss arising from the ownership, maintenance, or use of a motor vehicle or watercraft. This insurance is only available while the vehicle or watercraft is in the actual use of a Scouting unit and being used for a Scouting purpose. The insurance provided unregistered Scouting volunteers through the BSA general liability insurance program is excess over any other insurance the volunteer might have to his or her benefit, usually a homeowners, personal liability, or auto liability policy." According to the "Annual Charter Agreement" "The chartered organization agrees to: Conduct the Scouting program according to its own policies and guidelines as well as those of the Boy Scouts of America." I would say that as long as the COs rules fall within BSAs I would say that can pretty much make any rule they want, remember they are the ones that owns the unit.

This is taken from the "Advancement Committee Policies and Procedures", it is the "law" when it comes to advancement in scouting. "For the boy to receive maximum benefit and growth from his advancement, the adults standard for completion of any requirement should be based on the Cub Scout motto, Do Your Best." "No council, district, unit, or individual has the authority to add to or subtract from advancement requirements." Here are my thoughts. The requirement is to swim 100 yards, but if a scout can only swim 75 yards he has not met the requirement. But if has taking swimming lessons, or has been practicing in his neighbors pool for a month, then I would say physically that is all he can do, and that he has done his best, and would have no problem signing it off. The way I see it, this is not subtracting from the requirements, if the scout truly doing his best can only 75 yards, he has done his best to swim 100 yards and that is all that is required. On the "active" issue. By setting a standard for participation for active you are adding to the requirements. Lets say that a boys mother is very sick and about to pass away the night of the last meeting of the month, and he had already missed one meeting because of a birthday party, but attended the other two meetings. Are you going to tell me that you would not give him credit for being active because he was his terminally ill mother? I know that is an extreme example, and you would say that something of that nature would be allowed. But if it was allowed under you 75% rule, then you have to start excusing this and that, but not something else. That can be a very slippery slope, and can only lead to upset adults. I believe that the BSA as far to many rules and regulations for us volunteers to be making up our own.

One thing that was brought up by Keith was the the Parent Coordinator, while a committee position, could be multiple registered as an assistant leader in the same unit. I did not have this in writing, so I did not want to post it here. I now see that a new revision of the adult application is online http://www.scouting.org/filestore/pdf/28-501F.pdf Here is what it says about the parent coordinator: No one may register in more than one position in the same unit, except the chartered organization representative (who can multiple only as the committee chairman (CC) or a committee member (MC)) and the ScoutParent unit coordinator (who may multiple as chartered organization representative (CR), assistant den leader (DA), assistant Webelos den leader (WA), assistant Scoutmaster (SA), assistant Varsity Scout Coach (VA), mate (MT), and leader of the 11-year-old Scouts). They have mate on the list wonder why not associate advisor? What the heck is "leader of the 11-year-old Scouts", in my book that should be a patrol leader. The new you application, http://www.scouting.org/filestore/pdf/28-406C.pdf, says: Mark here if the adult partner/ScoutParent is not living at the same address; complete and attach an adult application. The adult application does not list position codes for tiger adult partner of scoutparent.
