The troop that I am involved with has no real term limits. Most of the Adult leaders have sons or brothers in the troop. The adult leaders that have bothers in the troop are the ones that became Eagle and hit there 18th birthday. (Also they have no interest in the Exploring or Ventures Programs). The long-term veterans of the troop now involved in the District or Council positions.
Doesn't the applicant have to 'give' his/her drivers license and ss number??? I know the last time I changed a position in Scouting I had to give my drivers license number. The DE at the time asked, me if had any thing to hide. I sa no.

Hibernation is a pun on words; Hibernation during the summer is not a good activity for scouts
Since the summer is just around the corner and the roundtable season is about to end. I have an idea for the last roundtable. The idea is summer activities for boy scouts and cub scouts. What does you troop or pack do during the summer??? I believe that Hibernation for the summer is a good activate.
I may be preaching to the chorus but how do we get the programs to the kids who do not know about it??? The only time the boy scouts make it to the front page of the local paper is when we are doing some thing like scouting for food.
