    If it is because they are being brought back damaged, then have them pay for the book. If they are not bringing them back, then set a time limit on how long a book can be out. If they don't bring it back, have them pay for it.

    I am the ASPL of our troop. Our patrol leaders rarely show up for PLC meetings. Does anybody have any ideas on how to get them to come

    Our troop has elections about every 6 months. Our scoutster set the limit at first class.
