Ozemu, Due to copyright laws in the USA our books cannot be published on-line. That is why you only find requirements listed. All our manuals are available for purchase through our national supply center http://www.scoutstuff.org or maybe you would be willing to trade handbooks with an Amwerican scouter? Bob White PS Only the ceremonies of the OA are secret the requirements and the handbook can be purchased.

Need to Reregister as Merit Badge Counselor
Bob White replied to andrews's topic in Open Discussion - Program
andrews, If your council advancement committee is following the national policies and procedures then you wil need to fill out an adult registration as a merit badge counselor(one time and separate from your unit application) then you will need to fill out the merit badge counselor application annually. "What I do now has value to the scouts. What I've done in the past only has value to me" These are the words of a dear friend of mine who passed away recently after 50 years in the scouting program. He had enough patches and awards to fill multiple brag jackets and uniforms, but he never did that. He only wore his knots and current office position on his uniform. His red jacket had his Philmont Bull and the Scout Emblem. He beleived that setting the right example in everything you do was the most important of all leadership qualities. The idea of doing anything outside the the rules in scouting or life was unacceptable to him because "you never know when a child may see what you do, and follow your example". He was the most respected man I've ever known. I wonder why? Bob White

Hi again Grey Fox, You wrote that you are looking for Eagle Ceremony scripts. I have been involved in over 50 Eagle COH. I have a scipt that seems to go over very well. It takes about 45 minutes. There is not enough room here to publish the script and I am hesitant to post e-mail or fax numbers in a public forum. If you or someone you know will be attending Philmont Training Center this summer, I am sure I could make arrangements to deliver a full copy of the script. Here is the agenda for the ceremony. I also lack the editing ability of a forum member. Please self-edit my post to read psychologist and psycho-analyst. Thanks, Bob

Not being privy to the complexities of each parental relationship I see, and lacking the the skills of a pschologist, the training of a pscho-analyst, or the insight of a psychic, I will the leave ambiguous task of judging parents intentions to a higher authority. Bob White

Jimhayes1949 Whether or not a local council chooses to participate in popcorn is a local decision. That does not change national BSA's control of the name and symbols of scouting movement. They would still have final say over whether or not the name and uniform of the BSA could be associated with a brand name. The current policy is spelled out on the national form "Unit Money Earning Application". This form is required to tbe completed by any unit in the BSA doing any fundraising project. The rules for uniform wear and BSA name association are printed on that form. As an aside just in case your product or any product a unit is considering selling requires a contract to be signed, you will need to know that a scout unit is not a legal entity. No "unit" can enter into a contract. Only the Council executive can sign a contract within the council. A contract signed by a leader is an independent committment and only that individual is legally responsible for the conditions of the contract. Bob White

dperry3568, if I could recommend.. the position of troop Guide is specifically for the New Scout Patrol, because you changfe the Patrol Leader monthly and since the scouts have limited troop experience the job of Troop guide is to "show them the ropes" as it were. To have Troop Guides in the regular patrols, diminishes the role and the weight of the elected patrol leadership. It also confuses the leadership structure to the patrol members. Who do they follow? ("No man can serve two masters") The scouting program offers you a better choice. Make the older more experienced scouts Instructors. The can help teach the scouts without being part of the patrol leader structure. The situation you currently have may seem at first glance to be more efficient to operate the troop, however efficiency is not the goal of the Patrol Method. We are trying to teach government and responsibility through elected leadership, among other goals. Bob White

jimhayes1949, As sctmom pointed out Trails End Popcorn is the only Commercial product approved by the BSA to be sold in the Scout uniform. The BSA works closely with Trails End to control product quality, cost, profit margins, delivery and distribution, marketing and prize programs. Because the scouting name and uniform is a tradmark controled product of the BSA they have sole authority over the use of that trademark for advertising and sales any name brand product that the name and uniform is used for. Scout units can sell non-branded products such as Scout Show tickets, Pancke breakfast tickets, Christmas wreathes etc. However your product does not have national endorsement and so any unit that chose to sell it would be prohibited from the use of any connection visually, orally or print, with the Boy Scout movement. Whoever your scout connection was when you formed your company should have been well aware of this policy. Bob White

sctmom, Sorry, I did not see the post about the boy who could not find a uniform that fits. My understanding is that national supply can have custom sized uniforms made. You can reach them through the Ph. number on the scout catalog. Bob

What person or persons would join a soccer team, or a baseball team or a football team, or the police force or even the United Parcel Service without expecting to wear a uniform. Do you really believe that after being seen for over 90 years that anyone joins scouting and then says "What, you mean they wear uniforms?" Everyone knows scouting program includes a uniform. It's just that not everyone folows the rules. That's why we need scouting. Bob White

To replicate the official uniform of the Boy Scouts of America is a Trademark violation and is not only not in accordance with the BSA uniform regulations but is illegal and can be prosecuted in a civil court. Is that really the example you want to set to the scouts you serve? Bob White

OOPs, SORRY, Never mind. I posted in the wrong forum. My mistake. Kindly disregard last letter. Bob White

JimHayes1949, Although I'm sure you represent a fine product, as a scout leader you must surely be aware that to sell a brand name product such as yours, a scout or scout unit would not be allowed to wear their uniform or to mention scouting at any time in the sales presentation or during advertising, payment or delivery of the product. That being the case it is far more difficult to sell a name brand product. I would never support its use as a fundraiser in a unit. Bob White

Grey Fox, Attach a short length of 1 1/2 pvc pipe (with a cap on the top end end) to the back of the banner. It can then be slid over a post in a flag stand. Bob

Grey Fox, The Eagle was made by taking a clipart image of the Eagle medal enlarging it a little and printing it on a sheet of transparency film. then it was put on an overhead projector and projected onto a half sheet of 1/4 inch plywood and traced. We asked an art student at the local highschool to paint it for us. She got a grade we got an great Eagle. She painted the Eagle and the banner with the knot. Then a parent sewed the ribbon section. The ring connecting the ribbon and Eagle was cut from plywood as well. The candle holders I made. I took a scout emblem from the Internet blew it up to 10 3/4 inches tall, and printed it out on heavy paper stock. I cut out the shape and traced it onto 1/4 plywood sqars 12in X 12in. Then I used a band saw to cut out the shapes. A rectangular block of wood about 2in X 2in and 7 inches long with 3 holes drilled into it to receive candles was glued and nailed to the back. Then a simple base was attached and the hole thing sanded primed and then spray painted metallic gold. We use red, white and blue candles in them. Hope this helps, Bob White

We have an oversized Eagle medal replica about 4-ft. tall that we hang center stage behind the Eagle Scouts chair. then we have a set of 4 large flor d'lis candle holders that we use for a Scout Law ceremony. On occasions we have invited other units who attend to bring their american flags and flag stands. we use them to create a background for the ceremony. Another thing we like to do is have all the Eagle scouts in the audience come up and introduce themselves and the year they erned their rank. Then all the current eagles stand behind the new Eagle as they all take the Eagle Oath together. We have had many people comment on how much they enjoyed being part of the ceremony. Bob White

dPery3568, I agree with LongHaul, I am curious though, am I reading your post right? Do you have Troop Guides assigned to all your patrols or just your New Scout patrols? Bob

"what happens if no matter how hard he tries he can't whip a rope so that the whipping holds as it should." As they say in the BSA Trainer Development course, "if the learner hasn't learned then the teached hasn't taught". I would review who, and how the scout was taught. Then I would change the teacher and or the method. I've never met met a scout who was unable to do the requirements leading to First Class unless they had a disability which kept them from completion (with one exception). I've also never seen the "Effective Teaching" method used in scouting fail to work. "what happens if no matter how hard he tries he can't whip a rope so that the whipping holds as it should?" The scout needs to complete the requirement, I never denied that, my only concern is your wanting to compare him to how other scouts performed. As long as the requirement is completed there is no other unit of measure we use. Bob

Opps You're right sctmom, brain temporarily Out of Order. Bob -
I was the chairperson for an interntional camporee recently that had no foriegn scouts in attendance. Instead, we had each scout troop choose a different country to represent. The scouts had 3 months to learn about their adopted nation and to create a display and activities representing that country. The activities had to include music, food, and an interactive game from the nation they chose. The display had to be about the geography, politics, education system or scouting program of the country and had to include a standard size national flag. Each scout recieved a passport book at registration that was stamped as they visited a troops program area. once the scout had visited 10 countries, he could take his passport to the Customs Office tent and recieve a prize. The passport also contained a map of the activity areas, the agenda for the weekend, some blank pages where the scouts could write down contact information on the new friends they made and a list of the countries repesented. We did this as a Fall Camporee during the weekend of Scouts On The Air and Scouts On the Internet. So our scouts had the opportunity to talk and chat with other scouts all over the world. Another activity was the boys got to try their hand at cricket thanks to a local club. (It's not a sport they see alot of here.) Our opening ceremonies included a parade of flags and the scout oath from each of the countries represented. This program allowed our scouts to learn about and experience many different cultures without the logisitical problems in volved with having foriegn scouts in attendance. I hope this gives you some useful ideas. Bob White

LauraT7, Your very close Laura, many but not all of the Scout Badge requirements are completed in the Arrow of Light Badge. The new scout has only to tie a square knot, complete the pullout section of the Boy Scout Handbook on the dangers of drug, tobacco and alcohol abuse with his parents, and have a Scoutmasters Conference. I agree with you that I would make every effort to complete these 3 requirements at the scout's first troop meeting so that he goes home with his Scout Badge. We let the scout's parents know at the corssover ceremony that we would like the pullout section completed before the scout's first meeting so that we can sent him home as a Scout. Bob White -
It sounds like a wonderful friendship. The only rules really that I can think of are whatever is set by the host troop, and of course he will have to follow the sames rules and regs that cover the other scouts. Any advancement will have to be recorded through each scouts own home council. As the host unit I would want written permission from the parents, a physical, and an emergency contact number or numbers where a parent could be contact at any time. I hope they both have a great time. Bob
