Let see for your ten dollars registration that goes to national, you get a membership card, insurance coverage, The "SCOUTING"magazine, merit badge pamphlets for $3.25 each, literature and texts dealing in scouting, the right to wear the uniform and uses the BSA logo, The uses of BSA properties /facilities, and programs; not a bad deal...Most camps have been donated, or should have been paid in full a long time ago... As for the "Professional Staff and operations" well that is another story, I will say that there are the Camp Rangers whom deserves everything they get and much more... Once a program comes down from National, it is the volunteers who take it from there, the volunteers are there at the unit level, at the district level, as well as the council level and beyond....countless hours of service....On funding, well whom pays for scouting it is us, we support it, we pay for it, we run it..... If the council need the funding let them pay for it; they created debt.....
  2. I have used Linka Systems with the scouts in the past ,you could not tell what was a real building from one that was built with Linka System in photo's ( Most Hobbie Shops can help) . You could design a train set/garden , or conservation project to scale for your commuity. Visit a designer in your area. Games Work Shop Ltd., has help me out many times with this MB.

In 1995, alternate requirements for Tenedrfoot, Second Class, and First Class ranks were established.These requirements can be found in the "Scouting for Youth with Physical Disabilities"(#33057C), "Scouting for Youth with Learning Disabilities"(#33065A), "Advancement Committee Policies & Procedures"(#33088C), and "Boy Scout Requirements"(Y2K)(#33215C/D). As for the Person in charge ( scoutmaster )as rkfrance stated he is involation of YP , and your COR ,and Committee Chair should address this item with him,... It is up to you and the parents to speak out, Ask questions, read other posting in this area, contact your council...

  5. The spectrum of physical and mental disabilities is broad, yet none of these permanet disabilities should prevent the scout from being a participating member of a scouting unit. The opportunities to develop alternative requirements is limited only by the imagination. In 1995, alternate requirements for Tenedrfoot, Second Class, and First Class ranks were established.These requirements can be found in the "Scouting for Youth with Physical Disabilities"(#33057C), "Scouting for Youth with Learning Disabilities"(#33065A), "Advancement Committee Policies & Procedures"(#33088C), and "Boy Scout Requirements"(Y2K)(#33215C/D). The basic premise of Scouting for youth with disabilities is that they want most to participate like other youth, and Scouting gives them that opportunity.To STRESSES the Scouts abilities rather than disabilities, through Scouting flexibilities and range of choice. Each boy is expected to do his best! It starts first with the Parnets or guardians of the scout,then the Troop Committee, then the District, and the Council to register the boy as a special needs youth. From there, the Troop, leadership along with the parnets/guardens need to decide how best to meet the needs of the scout. If this means that one of the parents is required to be present with the scout at camp or activlty. Knowledge of any scout, within the troop should be well noted by all in charge from the scout patrol to the adults, without said knowledge anything can happen.( peanuts, bees, non-swimmer). If the Troop leadership expects that there is a problem, in which there is no discloser on medical forms etc... it still the leadership responsibillty. to question emotional/behaviorial aspects of the scout. What it takes to find source of the problem now will allow the handling of the situations in the further so that all scouts can enjoy the program. Be Prepared As for training, there are some Councils and Districts which do offer training, asked your Council Training Committee Chair when they will be offering the next course/section;

There is Broad Creek Memorial Scout Reservation in Baltimore Area Council and Camp Rodney in Del Mar Va Council which are very close to you. Camp Horseshoe is a wonderful camp it has a great deal to offer,but why not visit the Camp yourselfs, Have a senior patrol camp there for a weekend, this fall, or how about a winter camp if it is not to far to travel.
  7. I'm a strong believer in White Stag concepts of leadership training, http://www.whitestag.org/. I believe NYLT is a grand place to begin also. The Leadership Corp booklets if you have then can be useful, as stated the Patrol Leader's Handbook too. Not much time to given Best of Luck
  8. "Now, if I could only convince the scouts what an absolute blast this game is. " The real game the scouts should be playing is Hurling. Get rid of that bat and those kookaburra balls,pick up a caman and a few sliotars for real manly sport.

Being that you are just starting out, and training of both the youth and adults is needed, what better way than to know the basic then to build your own boat,there are several plans for dories,or canoes and or other small sailing boats which could be built in a few weeks, what pride they could have in building their own. What knowledge they could learn from doing so. Starting out with the basics and building up from there is a great way to learn.(Great way to get into the local news about the program) The skills learn can only build a better keel for your program. Building a surf board, or a curran , great way to have fun and by the time spring comes along the boats are ready for the water. Asking for old outboards to have them learn about engines in rebuilding them. When I was a youth, we sewn our own sails, white wash then,etc...made our own nets, caught fish for fundraisers which we did as fish frys, Dug clams, made eel traps,crab pods had a great time doing, learn alot, eat well, had a great deal of fun! Some ships starting off made pond sailer, to learn the basics, other have used remote control boats for learning/training.( also another great recruiting tool, which can be done indoors). For the time being, see about using the Council canoes from camp. Or check with the Service on life rafts. St. Brendan be with you, fair seas
  10. How much do you trim the wick, and is soot the same as lampblack. Is it safe to uses coal oil or white gas?
  11. Pack438Mom, One is to remove the youth from the meeting if possible, if behavior is not inproved (Stay home with dad). Let the other cubs decide what to do, ( peer presure). If possible a den chief comes aboard. Talk to the DL see what you can do to help. This is a hard one, what do you expect from your son, and what would you put up with, as well as the other parents.   12. -------------------------------------------------------------------------------- Rita, First ,congratulations to both of Scouts on attaining the rank of Eagle. The program /Court of Honor is being planned by the two scouts and their families, as it should be. I have attended several Eagle ceremonys, some where the scout was not in the Official Boy Scout Uniform, two where the scouts where wearing United States Armed forces uniforms( one Navy, one Marine) One was a native american ,whom worn a traditional clothing of his tribe. Been to a few ,only the shirts ,( the history of the unit was that the shirt was required, and clean blue jeans), I have also been to a few that worn a kilt. In all of those ceremonies, it was the accomplishments of the scouts on becoming Eagles. Has anyone asked why he wants to wear his kilt? What is the reason behind him having the kilt at this Court of Honor for his Eagle ceremony. As per the Kilt be part of the Official uniform; there are some whom stated that as a WB the kilt is part of the uniform, Some units that has bands the uniform includes the kilt, thus part of the uniform. What is the purpose of the uniform in the program ? Where is the Senior Patrol Leader , and the scouts veiw point on this matter ? As FScouter stated "Hows about you ask him to show YOU something" let him present the reason why the kilt should be part of the program, ( if it is a boy run unit let him present his case to the Senior Patrol, and troop.

SueM, 'Our local council has basically taken the "choice" out of selling popcorn..we were told very clearly that if our units did not try to sell, the council would not sign any money earning applications that we would submit for other fund raisers!!' This has me concern, much more than the raising cost of the pop-corn. In my time as a youth, there where paper drives,bottle collecting,rags, X-mas tress where big too, etc...I believe we sold light bulbs too.So long ago. We lived within our means. There was service and the product, much more service than sales.
  14. greenSM, Are you the scout or scout parents solicitor or advocate, if not,than that is it for you.The Charter Organization could approch the council in requesting additional information, due to their relationship with BSA. The Scout Executive,and the Council Executive Board or Executive Committee need not and should not release information on any minor. As for unproven allegations , there are civil actions that can be sought, this is the parent's decisions. The'involved with the police' ,can be handle by the counselor for the parents. As juvenile records are onfidential. You can request BSA's appeal procedures through the Council.
  15. jw-elder77, How about having them, raising the Flag at school, the day of their den meeting or Pack meeting, they could even wear their uniforms to school? How about going to an American Legion and doing a flag ceremony, or even City Hall. msmownman, try shoe string licorice red and black for knot trying
  16. Gallows humor, many whom deal with the sights and sounds of what humans can do to other humans , use humor in some form or the other. With in those ranks, it is understood, not always wanted. It is a relief value. Many times, I wished I had kept my mouth shut, after the words where gone from my lips.
  17. nldscout, Your correct....grab the wrong copy... I stand corrected, Thank you. Yet, Scout with Special Needs, has an Individual Scout Achievement Plan, which must be approved by the Troop Committee, Scoutmaster, then approved by District Advancement Committee, than by the Council Advancement Committee ;which will allow for this type of wavier.

Jim-C, (taken from The Boy Scout Handbook 1998 Under First Class Rank Requirements 9b Successfully complete the BSA swimmer Test*( This requirement may be waived by the troop committee for medical or safety reasons.) Note: Alternate requirements for the First Class rank are available for Scouts with physical or mental disabilities if they meet the criteria listed in the Boy Scout Requirements book #33215. Is the scout registered as a special need scout ? See other treads on working with Kids with disablities.
  19. How about Chincoteague Round-up. BLM , of U.S.Department of the Interior, has adopting a wild horse or Burro program. Volunteering can open doors and give a great experience for the crew, plus open up careers. U.S.Department of Agriculture, Forest Service you could contact. Or the Philadelphia Park Rangers, for a summertime opportunities. "Take Pride in America" The Fish & Wildlife Service could offer other types of experienes.Try contacting BAC or Powderhorn advisor for outfitters. Happy Trails
  20. CNYScouter, I know nothing of your DE, as per his training, or his knowledge of the American Legion, or VFW's, and of his knowledge of Sea Scouting. I do believe he needs to have a refresher on starting a unit and on charter organizations, aswell as studing up on the Sea Scouting Program/ Venturing program too. I would highly suggest that the American Legion or the VFW be approach to become a charter organization for a Sea Scout Ship.( Your Council should have a American Legion Rep. that could help you out). Tort claims,being sued, etc... The saying CYA... follow the program
  21. Eamonn, I agree it is a great book,yet when it comes to space aboard, it's large, Being of smaller size would help,along with waterproof pages. Most Skippers I know would love to see a Handbook for Skippers being printed up, aswell as a Mates handbook, We uses a great deal of NAVPERS , and other resources for training. Get a good sea cook book, and first aid at sea book for your library.
