Setting the tone with a new CSE

Last week at our 110th anniversary, did I somehow miss a Scout Week message from our President/CEO or anyone else on our National Executive Board? -

Update: Our 100 year old Eagle scout has had some Scout Week so far. Super Bowl 54: Delivered coin for toss at start of game. Tues. Feb 4: Promoted to Brigadier General and honored at the State of Union. Scout Salute, -
Ron Robinson, on left, earned his Eagle Scout rank at 14 back in 1959. Ron's son Ryan earned Eagle. Recently, his grandson Nathan, on right, also earned Eagle at age 14. Congratulations to all three. Story link. Note how much wider our old sashes were, material was thicker too. Ron's Scout Sign necker slide was likely carved from a Make-Your-Own kit which were popular back in the day. Also looks like a full size necker, properly worn over the collar.

IMHO, our new President and CEO should tear down the walls, login, and respond directly to the comments (11 as I write ) in that article. That would be a good change. -

Could be. If so, a good start on changing that culture would have been an outsider becoming CSE. IMHO, of the Key Three, only the National Commissioner need come from commissioned ranks. My understanding, members please correct, of the United Kingdom Scout Association Key Three (if they use that term): Chief Scout: Bear Grylls, an outsider with military, outdoor, media, and business experience Chief Executive: Matt Hyde , an outsider with organizational management experience Chief Commissioner: Tim Kidd, commissioner experience, works in IT My $0.01 -

Huh? He is listed as CEO and President in that article and according to the latest Charter and ByLaws , Article IV, Section 2 Corporate Officers Clause 1. The officers of the Corporation shall be the following employees: President, who shall be the Chief Scout Executive and Chief Executive Officer; Treasurer, who shall be the Chief Financial Officer; and Secretary, who shall be the General Counsel. CHIEF SCOUT EXECUTIVE Clause 2. The Chief Scout Executive shall be appointed by and shall serve at the pleasure of the Executive Board and shall serve as the chief executive officer of the Corporation. The Chief Scout Executive shall be a voting member of the Executive Committee, Co-Chair of the National Leadership Council, and an ex officio nonvoting member of all other committees except the Governance and Nominating Committee, where the Chief Scout Executive shall serve as staff advisor. The Chief Scout Executive shall not serve after attaining the age of 65 years. -

I like @mashmaster borrowing suggestion. Start with your scout's personal safety - gloves, glasses, mask, headlamp.. in kit. Don't worry if you don't have "this" or "that", a WFA class will teach what "this" and "that" you should carry and if you don't, how to improvise from what you do have. For example, using a belt as a tourniquet. Definitely pay attention to other bleed stop (e.g QuikClot, Woundstop) tools. I have bought supplies from Chinook who have been helpful. https://www.chinookmed.com/ My $0.01 -

CSE from outside, is the National Executive Board next? Jan 21, 2020 : Aerojet Rocketdyne CEO and President Eileen Drake has been selected to serve on the National Board of Directors of Girl Scouts of the USA (GSUSA). Drake joined Aerojet Rocketdyne in March 2015 as chief operating officer. A former Army aviation officer, Drake also worked in leadership roles at Ford Motor Company and United Technologies. Since becoming CEO at Aerojet Rocketdyne, Drake has overseen a fundamental reorganization of the company, creating efficiencies and developing new capabilities. Drake also serves on the board of Woodward Inc., as well as the Board of Governors and Executive Committee of the Aerospace Industries Association. Throughout her career, Drake has been passionate about promoting STEM initiatives and advancing the work of Girl Scouts. I wonder if the BSA National Executive Board (72+ members) consisting of many insiders will be restructured into a smaller board (25? members) of nearly all outsiders (business leaders)? Consider the YMCA, GSUSA, 4H, YMCA of the USA (Y-USA), ...The Y-USA board is composed of 27 members who set strategic direction and policy to guide the national office’s work to increase the capacity of Ys to strengthen community through youth development, healthy living and social responsibility. The Girl Scout National Board of Directors comprises 29 men and women, with expertise in fields ranging from financial services to publishing. 4H Board of Trustees - 28 members dedicated to the belief that helping kids achieve their boldest dreams empowers not only them but also our communities to thrive today, tomorrow, and beyond. IMHO. such a reorganization would involve changing/ignoring the Charter and Bylaws of the Boy Scouts of America (June 2019) something a Chapter 11 bankruptcy process could facilitate. Another $0.01, P.S. I would have posted a website link with a list of BSA National Executive Board members if I could find one. As @qwazse previously noted , that information is in the Annual Report pdf ...well maybe. -

Perhaps after more trees are shaken... This week I received a Council notice regarding Council creating an Ad Hoc Committee complete with an attorney to "contribute funds". Here is a snippet from the FAQ: Is our council participating in the Ad Hoc Committee? What are the implications if we do/don’t? The national organization has facilitated the creation of an Ad Hoc Committee of local councils that will participate in its continued evaluation of this potential path forward. The Ad Hoc Committee will have an ongoing voice, as a group, in any restructuring considerations. The Ad Hoc Committee will give councils access to more detailed information on financial considerations and insight from their own representatives. It will allow councils to gather information and substantively and collaboratively engage with the process. Working with the Ad Hoc Committee does not obligate our council to contribute funds to this effort. Each council is an independent nonprofit organization separate from the national organization. To reiterate: The decision of whether our council contributes to a potential victims’ compensation trust will be made by each individual council board after careful consideration. Are our local assets such as properties/camps at risk? Any path pursued will ensure that we are able to continue delivering programming in our community for many years to come. We believe our properties and camps are important components of this programming. Any decisions regarding our properties and camps will be based on our ongoing efforts to manage our local Scouting resources wisely IMHO, the ongoing Diocese of Rochester Chapter 11 bankruptcy case may serve as a model if and when the BSA files Chapter 11. So far, Judge Paul Warren has denied their insurance company arguments regarding exemptions (e.g., no payout if Council was aware), appointed a U.S. trustee so the Diocese is not "debtor in possession", and a creditors committee comprised of diocese abuse survivors. Unknown whether an IRS audit will occur and financial considerations of diocese employees (health insurance, severance,...). https://rochesterbeacon.com/2020/01/02/the-rochester-dioceses-unique-case/ My $0.01, -
Well I got the new multiple executive titles wrong, sorry about that. From the page 13 of June, 2019 update of Charter and Bylaws of BSA https://filestore.scouting.org/filestore/pdf/Charter_and_Bylaws_June_2019.pdf Corporate Officers Clause 1. The officers of the Corporation shall be the following employees: President, who shall be the Chief Scout Executive and Chief Executive Officer; Treasurer, who shall be the Chief Financial Officer; and Secretary, who shall be the General Counsel. Clause 2. (Oops, Mr. Mosby is 72? Bring out the Wayne Brock waiver.)

From the Southeast Missourian Dec 31, 2019: Mosby was a Boy Scout as a youth and served more than 33 years as a volunteer in regional BSA councils as well as with the organization’s Southern Region, its National Committee and the World Organization of the Scout Movement. He has received the Silver Antelope and Silver Beaver awards, the highest honors for volunteers at the regional and local levels, respectively, and is a Vigil Honor member of the Order of the Arrow, Scouting’s honor society. ... In a comment published by The Wall Street Journal on Monday, Mosby said he hoped to “lead the Boy Scouts out of some current challenges and into a new decade serving more youth, families and communities across America.” More at source: https://www.semissourian.com/story/2658483.html

Convince volunteers they are appreciated and their (real) feedback is valued, would be a close second. At age 72?, maybe title of "Old Scout" . I have dibs on Old Fogey Scout, though Fart is often substituted for Fogey. My $0.02, -
1. I think Mr. Turley, the current National Chair, meant Chief Scout Executive (CSE) not CEO. There is no CEO position in BSA. 2. There is also no President position, which would have been Mr. Turley's title had the position not been renamed to National Chair. The last President of the BSA was Randall Stephenson. Michael Surbaugh was never President of BSA, he was the unlucky 13th CSE of the BSA. https://blog.scoutingmagazine.org/2018/05/31/meet-your-bsa-national-key-3/ https://en.wikipedia.org/wiki/List_of_national_presidents_of_the_Boy_Scouts_of_America I hope CSE Mosby hits the ground running with a workable rescue plan. IMHO, releasing a video to the troops today would be a start. My $0.01, P.S. Is Roger Mosby related to John Mosby , assistant CSE? P.P.S. No Powerpoint please!

My understanding. Following the CBC investigation which occurred about 8 months after Ms. Yale resignation, Scouts Canada hired KPMG to audit their records. The KPMG June 21,2012 report (below) was made public and supported the CBC investigation findings with more details and analysis. https://postmediaedmontonjournal2.files.wordpress.com/2012/06/sc-kpmg-report.pdf After the report was released, Scouts Canada made a public apology. https://www.cbc.ca/news/canada/scouts-canada-apologizes-to-sex-abuse-victims-1.1068528 Whether Yale was fully informed of the facts is not known. Unlike fellow scout executives, her statements did not give wiggle-room. My $0.02,

Are you referring to Janet Yale, former Scouts Canada executive commissioner and CEO (2010-2011)? I believe she came from Canada's telecom industry. She cited "philosophical differences" in her resignation, but there was also the issue of a secret list of pedophiles in Canada. She said the list didn't exist. A CBC investigation proved otherwise. Interesting background: https://mcgillnews.mcgill.ca/s/1762/news/interior.aspx?sid=1762&gid=2&pgid=1023 The July 2009 Action Plan for Canadian Scouting notes, “We have allowed ourselves to become boring.” Membership was declining by an average of 11,500 young people a year. At that rate, the movement would have no members at all by 2017. One Action Plan objective was to double enrolment over five years. Aggressive recruiting has begun turning the tide, with more young people joining than dropping out for the first time in 30 years. Other priorities include making scouting relevant to today’s youth. “Yes, we have a focus on outdoor activities and that works for some kids,” says Yale, “but we are adapting our programs. We’re not just teaching camping skills, we’re building confidence and character through progressive self-education.” Although admitting she had “tons to learn” about Scouts Canada, Yale says her 20 years in the public and private sectors as well as her track record as a volunteer fundraiser equip her perfectly for the job. “It calls on every one of my skills. I understand how to do business planning. Like many not-for-profits, Scouts Canada tends to grow from inside and to generate revenue from membership. I know how and when to bring in people from outside. And I know from my background as a successful fundraiser how to call on alumni and build partnerships with corporate sponsors.” Yale’s credentials are impressive. In the last decade she was awarded the Queen’s Jubilee Medal and named “Woman of the Year 2001” by the Canadian Women in Communications organization. That same year, she helped Ottawa’s United Way set a fundraising record and in 2008, she earned the United Way Community Builder Award for Volunteer of the Year. Among many honours in business, the Women’s Executive Network hailed her as one of Canada’s Most Powerful Women in 2004, 2005 and 2006, then inducted her into its hall of fame the next year. https://www.newswire.ca/news-releases/scouts-canada-appoints-new-ceo-with-mandate-to-build-upon-new-momentum-545458822.html https://nationalpost.com/news/canada/scouts-canada-ceo-janet-yale-resigns http://wiki.scouts.ca/en/Janet_Yale

Scout involvement in budget and spending decisions
RememberSchiff replied to Treflienne's topic in Open Discussion - Program
In my experience, scouts may be somewhat involved with the troop program budget and the equipment budget (e.g., quartermaster requests or scouts already have our own tents). The PLC plans the activities for the program year and then there is some thrifty back and forth with the Troop Committee as to what is feasible. The thrifty back and forth involves networking for bargains (e.g. stay at someone's cabin, borrow tents), fundraisers needed, dues, etc. Some units prefer pay as you go while others prefer fundraisers to have a cash on hand to fund the coming year. In the former, a scout pays his/her expenses for activities, gear, and awards and a share of common expenses like recharter and unit gear. At the patrol level, the meal budget for an outing is scout run. My $0.01 for rambling. -

OLD TOWN, Maine — When a fire ripped through several downtown buildings earlier this year, the destruction affected more than just the people whose homes burned down or the business owners who lost their investments. It also touched the members of Boy Scout Troop 76, who were just starting to learn about emergency preparedness when the fire broke out. Ironically, the troop members found themselves ill-prepared to handle the devastating aftermath. That’s when it occurred to Troop Leader Chris Kelly to introduce a hands-on activity to teach the boys about emergency preparedness by collecting donations for people who survive fires or natural disasters. A puzzling discussion, as if freedom to explore 100+ merit badge topic areas and associate with adult experts was contrary to aims of Scouting. What of those scouts who earn elective merit badges and have no interest in rank advancement as they find some of those required merit badges a waste of time and money? I have a few of those, they have found their joy in scouting. My older son was one. He didn't earn Eagle or even Star, so what, the aims of Scouting were more than fulfilled with him without the Advancement Method. In my misspent youth in Scouting, I earned Woodwork, Chemistry, Home Repairs (should be required), Metalwork, Metallurgy, Marksmanship, Archery, Electricity, Electronics (first year offered), Atomic Energy (no I'm not that guy), Geology, Coin Collecting, Stamp Collecting (don't judge). None of these were earned at summer camp or Merit badge universities, rather MBC home, front porch, garage, sportsman club, or place of business over 3-6 meetings. Later, one of these counselors, wrote a college recommendation for me. The number is not 8 but 18, as in age 18. My $0.02,

BSA Mortgages Philmont Scout Ranch
RememberSchiff replied to desertrat77's topic in Issues & Politics
I am still wondering who knew about this and when. Looking at our Federal Charter, hmmm, the entire BSA National Executive Board has 72 to 76 members, 2/3's would be 48 or more consenting? Sec. 30904 Powers General. - The corporation may - adopt and amend bylaws and regulations, including regulations for the election of associates and successors; adopt and alter a corporate seal; have offices and conduct its activities in the District of Columbia and the States, territories, and possessions of the United States; acquire and own property as necessary to carry out the purposes of the corporation; sue and be sued within the jurisdiction of the United States; and do any other act necessary to carry out this chapter and promote the purpose of the corporation. Limitations on Exercising Certain Powers. - The corporation may execute mortgages and liens on the property of the corporation only if approved by a two-thirds vote of the entire executive board at a meeting called for that purpose. The corporation may dispose in any manner of the whole property of the corporation only with the written consent and affirmative vote of a majority of the members of the corporation. -
December, 1910: Wilhelm Bjerregaard read "If you want to be a Scout, you go and make up a patrol and go out scouting.” from a book given to him by his brother that Christmas. In the new year , Wilhelm became a scout. Years later, he would restore Scouting by teaching scouts with his books how to make up a patrol. In the coming year, may all scouts make up their patrols and go out scouting. ~ The moderators of scouter.com https://www.nytimes.com/1979/02/04/archives/new-jersey-pages-a-work-of-love-for-boy-scout-78.html https://en.wikipedia.org/wiki/William_Hillcourt https://web.archive.org/web/20080225035616/http:/www.scouter.com/features/0290.asp
