Iroquois Trail and Greater Niagara Frontier Councils (Western NY) are discussing merging... The Iroquois Trail has seen youth membership cut in half since Covid-19 caused troops and packs to stop meeting in person for several months beginning in March 2020. “All reasonable indications are that it will take several years to regain those youth members,” Council leaders state in their letter. “This challenge, combined with a dramatic reduction in other funding sources, has put the Iroquois Trail Council on a course that is not sustainable over the long term.” “While the council might survive a bit longer on its own, merging operations enhances our ability to deliver quality Scouting programs,” the leaders write in the letter. “Simply put, the recovery period is too long to remain independently successful.” Source: https://orleanshub.com/boy-scouts-discussing-merger-of-iroquois-trail-council-greater-niagara-frontier/

Update 10/31/2022, 16th Circuit Court in Macomb County, Michigan Mark Chapman has plead guilty to first and second-degree criminal sexual conduct charges and is scheduled to be sentenced on Dec. 14. The guilty plea for the first-degree CSC charge comes with a sentence agreement of 12 to 20 years in prison, lifetime sex offender registration, lifetime electronic monitoring and sex offender counseling. The guilty plea for the second-degree CSC charge comes with a sentence agreement of 10 to 15 years in prison, lifetime sex offender registration and sex offender counseling. Hawkeye Area Council (Iowa) is selling Camp Waubeek to pay $446,000 settlement obligation. Camp Waubeek is the portion being sold to cover the debt obligation due to sex crimes from the past. Hearing update: Circuit Court Judge Henry Nakamoto ruled in favor of the estate of Manuel Carvalho for an independent investigation. citing the time constraints for the family to file a civil lawsuit and other reasons. Police and autopsy reports, body camera videos, and witness statements are among the evidence that must be provided by Oct. 26. The county attorneys objected. “The parents of this child are also witnesses to this particular case. They have been interviewed as witnesses,” said Deputy Corporation Counsel Sylvia Wan. “If they were to review them and review the other evidence... it would naturally taint potential testimony.” The state Attorney General’s office could take over or assign another agency to review for possible criminal charges, as Hawaii County Prosecutor's Office staff and their family members were at the event. Philanthropist MacKenzie Scott donated $84.5 million to Girl Scouts of the USA and 29 of its local branches, the 110-year-old organization said Tuesday, calling it a vote of confidence. It's the largest donation the GSUSA has received from an individual since their founding in 1912, said Sofia Chang, CEO of GSUSA. Previously Ms. Scott made a $50 million gift to the National 4-H Council, which was among $3.86 billion in donations Scott made to 465 groups during a nine-month period. Ahead of Wed hearing, the Hawaii County Prosecutor’s Office has declared a conflict of interest in the criminal investigation. The Prosecutor’s Office confirms they notified the state Attorney General’s office last week that staff and their family members were at the rifle range the day of the accidental shooting of Manuel Carvalho and are considered witnesses. The state Attorney General’s office will now have to decide if they will keep the criminal investigation or send it to another county agency for review. I have not yet found the scoutmaster, the sponsor, nor unit number which follows from not being an "official" Council troop. IMHO, would make an interesting "Finding Your Roots" PBS episode with Henry Louis Gates. -

Found this On July 31, 1911, America’s first “Negro Boy Scout” troop was founded. “Initially started in Elizabeth City, North Carolina, opposition was encountered immediately, but troops continued to meet in increasing numbers. In 1916, the first official Boy Scout Council-promoted Negro Troop 75 began in Louisville, KY. By the next year, there were four official black troops in the area. By 1926, there were 248 all-black troops, with 4,923 black scouts and within ten years, there was only one Council in the entire South that refused to accept any Black troops.”[1] Included in those 248 all-black troops was Troop No. 7 from Mansfield, Ohio founded in 1925. ... In the early 20th century, the Boy Scouts of America let local councils set their policies when it came to segregation. “Unsurprisingly, many chapters — especially in the segregated South — opted not to admit black Scouts. BSA was manager, current agent, and registrant of NewWorld 19 in Texas and by agreement is on the hook for debt and not the other hosts and managers of NewWorld19 - Canada and Mexico. Arlington, VA: Local Methodist Church stopped sponsoring its BSA troop, however the troop can still use church facilities. The troop decided to incorporate as a nonprofit. Unlike locally exempt churches, museums, the YMCA and similar religious groups, the troop didn’t realize was that getting 501(c)(3) status and federal tax-exempt status did not protect it from state tax code or Arlington’s personal property tax - $3000 personal property tax bill on its vans! Sept 21, 2022: Uniform Bank WATERVILLE, Maine (WGME) - After a year of collecting donated Cub Scout and Boy Scout uniforms at Goodwill stores in Northern New England, the Kennebec Valley Uniform Bank gave away 300 of them Wednesday night at the Waterville Goodwill. “It’s a huge factor. I mean there are some parents that would decide to not be in scouting or leave scouting just because of the initial cost," said Chris Bernier of Kennebec Valley Uniform Bank. “There’s a lot of costs to everything with it (Scouts) to be honest. So, if we can save a little bit of money here, it’s going to be good for us," said Chelsea McCollett of Augusta. Yes. I will wait to hear from Prosecutor regarding the exact charge if any regarding the accidental death. Hawaii has one of the lowest number of firearm deaths compared to other states, but a couple of years ago an ATF agent John Bost was accidentally killed by a rifle discharge at the Kihei Police Station. I found no prosecution regarding that case. -

I too have many questions. Keep in mind this is a Island of Hawaii Police Department Media Release not their more detailed Police Report headed to the Prosecutor's Office. I have read better written media releases. Perhaps a journalist will further investigate this story. Criminal Police Reports Complete reports are not available until the case is closed, adjudicated, or the statute of limitations has passed. Victims needing a report for insurance purposes may receive a partial report prior to this. At all times, a redacted copy is provided to preserve confidentiality as afforded by Chapter 92-F of the Hawaiʻi Revised Statutes. IMO the most serious charges would be regarding the accidental death, then there are questions regarding licenses, ownership, possession responsibility. 9-20-22 (Update) Boy Scout Camp Shooting Investigation Completed Media Release Hawai’i Island police have deferred numerous firearm-related offenses to County Prosecutor’s for review. The offenses stem from the August 28, 2022, incident at the Camp Honokaia Boy Scout Camp, near Honokaʻa, that left a 12-year-old boy dead. Area I Criminal Investigation Section detectives initiated 23 firearm-related offenses, one of which is for criminally negligent storage of a firearm. The offenses are against three men who were at the scene of the incident, and have been identified as the registered owners of multiple firearms. In total, 18 firearms and various ammunition was recovered. Police conducted extensive interviews with the adults and minors present at the rifle range. The investigation concluded that an unsupervised male minor picked up a loaded firearm and as he placed it back down, it discharged, subsequently shooting the victim. The shooting incident is believed to be accidental, and police do not suspect foul play in the 12-year-old boy’s death. The firearm that was discharged is owned by the father of the minor that picked it up. No criminal charges have been filed against the minor. An autopsy concluded that the victim died as a result of a single gunshot wound. Martin Burelbach was born Sept. 18, 1884, in Perham, Minn., the son of Matt and Sophia Doll Burelbach. He joined the Army and came to Chattanooga in 1905. He spent three years at Fort Oglethorpe with the 12th Cavalry. He graduated from his training camp as a captain, and he had reached the rank of major when he left the Army in 1920. He afterward held a commission with the National Guard. Martin Burelbach operated the Arts and Crafts Store at 318 West Eighth St. Then from 1915 to 1917 he was Scout Executive with the Boy Scouts of America with offices in the Chamber of Commerce Building. Prior to becoming Scout Executive, he had "shown marked ability both as a Scoutmaster and in handling weekend hikes and short-time camps." He had previously operated private camps for boys. Due to limited funds, he was only paid $80 per month for his Scout duties. He kept costs down by furnishing his own typewriter, doing his own stenographic work, and walking or riding streetcars for business travel. He sought to expand Scouting in Chattanooga, including starting new Scout patrols in the Jewish synagogues.
