It happened as the father and son, from Fredericktown, were fixing a broken air conditioning unit. Trevan West has been a boy scout for three years. He said its taught him what to do during any type of emergency. A skill he put to good use in real life. "I ran up to it and I grabbed it and it shocked me, so I tackled him to get it off of him,†described West. During a routine task, West's dad touched the wrong piece of an air conditioning unit at the wrong time. It sent 240 volts of electricity through his hand, up his arm and out of his back. West said he tackled his dad in order to get him to release the the piece of metal. Right as he was about to perform CPR, "He just woke up,†he said.

  5. Yes and they were not happy. Another officer arrived and there were some radio discussions regarding a tow truck. They decided to give me a "break" regarding the insurance card but not on the speeding. Catch and release?
  6. One interpretation might be "if you,as a volunteer working with kids, are good in your own state, you are good in PA up to 30 days", but how would PA law enforcement know? Schiff got pulled over for speeding in PA. In MA, "License and registration, please". In PA, "License, registration, and proof of insurance card". Officer, we don't have an insurance card issued in MA, there's an insurance stamp on the registration. "Well you have a problem. You are not in MA."

Individuals who reside in another state or country may serve as a volunteer for no more than 30 days as long as they provide clearances from their state or country of residence. If the individual will be volunteering for more than 30 days, they must obtain clearances as outlined above under “Which clearances are needed.†This is confusing as most of us do not carry a card that explicitly states one has passed a state and FBI background check. In Mass, every time you need a background check for school, little league, scouts,.., it is a do-over, pass/fail test. If a out-of-state driver's license would suffice, why not a PA driver's license too? I would think my firearms license would suffice but imagine the headline spin on that. Maybe if a volunteer worked for a school district, police, fire, their employer id would suffice. Pretty vague.

Update Jun 10, 2015 Governor Wolf waives fees for volunteers' background check. http://www.pennlive.com/politics/index.ssf/2015/06/gov_tom_wolf_waives_fee_for_vo.html Wolf announced today that $20 in fees for a child abuse clearance and state police criminal background check required by the Child Protective Services Law will be waived for volunteers who work with children. He also announced that the state Department of Human Services and the Pennsylvania State Police will be reducing the cost of both the child abuse and criminal history record checks from $10 to $8 for all other applicants. These changes, which grew out of conversations with legislators, will take effect on July 25. So volunteers are still required to get these PA background checks and will only pay for FBI check. Council employees will still have to pay but the cost has been reduced.   13. Said it before, get rid of "Scout". Didn't like it as a non-rank, and like it less as a rank. AOL scouts are bored by the review. Less talk, less chair-time, more hands-on and on the go - FUN. Move knots and knife safety to Tenderfoot. Why not explicitly state "After successfully completing all requirements for this rank, including a Scoutmaster's Conference, request and complete your Board of Review. First Class First Aid. Should include what to do at scene of car accident. My $0.02

  17. We dropped newspaper/magazine recycling long ago. Lower collection volumes, lower recycle payouts. We have thought of sponsoring an "electronics" collection but other groups jumped in. Word is they barely broken even. Some roadside dumping occurred too, as some did not want to pay to drop off their 30yr old cathode-tube TV., etc We still do bottle and can recycling but revenue has been down. Some blame the economy as folks do their own returns. Recycling revenue is shrinking while the troop activities expenses are growing.   21. Yes I have seen local day trips as you mentioned, but I have not seen this level - coordinating with a school to make their shop facilities, etc, available. Hmmm, maybe Schiff should paint a sign "Available for camp programs, Call Super" and post at a tech school near our camp.
  22. Interesting idea, a scout camp (Camp Post) wanted to offer a merit badge but did not have resources so they partnered with a nearby school and its enthusiastic welding teacher. The South Plains Council of the Boy Scouts of America (TX) is partnering with Post High School’s welding program in the Scouts’ summer camp. I have previously sought an example where a merger of councils increased scout membership, I have found none. Short time financial benefit with a continued decline in membership as resources are stretched and then a few years later on to the next merger. "Two strong councils" might better left alone for the scouts they serve as Nashoba Valley decided in a proposed merger with Mohegan Council. Their Executive Council voted against the merger but not before placing their main council camp safely in a trust. Next time any National or Council professional mentions the over-used word "sustainable", I want them to sing "I'm a little teapot." My $0.02 and good luck to the scouts of both councils.
