"The forestry crews focus on removing understory and selected trees that increase the amount of space between trees, allow for growth of grasses and fine fuels, and provide conditions that will burn with much less intensity. This work not only protects people, watersheds, and infrastructure, but it creates healthier forest habitat. These forest thinning projects follow major backcountry access roads, creating “shaded fuel breaks” along priority road corridors. In the event of a fire, this shaded fuel break will provide a buffer that allows for backcountry staff and participants to escape, and an access for firefighting personnel to enter and exit the area and undertake safer fire operations. In addition to the dedicated forestry crews, Backcountry camp staff implement “defensible space” thinning around their cabins in order to make them easier to protect in the event of the next fire. Once the trees are cut down, they still need to be removed from the forest. Trunks of large trees are milled into lumber by a specialized staff crew and are used in a variety of projects around the Ranch. Trees that are too small to be milled are cut up into firewood that is given away to the local communities. The smaller branches that cannot be used for either purpose are piled in open areas, left to dry, and then burned during the winter." After reading story below, I will be more mindful of signal bar strength as I hike. I dunno maybe there is a hiking app that also tracks phone signal strength waypoints? As there was no phone reception, Eric, 58, was worried about the threat to his wife of hypothermia. He helped her into a survival bag to keep warm, then headed back (left his wife!!!) to where he last remembered getting a signal. “I thought this was a bit over the top but I got in,” said Margaret. “But it’s surprising how cold you can get.” https://www.dailypost.co.uk/news/north-wales-news/mans-scout-training-saves-wife-27505340

Looks like South Korea (govt, media, citizens) has started judging accountability for fiasco. WOSM? BSA? Canada? "While thousands of Scouts spent their time away from their original campsite, ruling party politicians sought the person accountable for the disaster that put hundreds of youngsters who were heat-stricken and exhausted to clinics and hospitals. Kim Hyun-sook, , the Ministry of Gender Equality and Family , had her name put on the top of the list of the people who were the source of the problem by the ruling People's Power Party lawmakers." Whether she has been a setup scapegoat, I do not know, She cannot be the only one who failed. Source: https://www.ajudaily.com/view/20230811170705185

8/10/2023 From Stars & Stripes: Typhoon Khanun is expected to pass ...about 30 miles east of Osan Air Base and Camp Humphreys on Thursday afternoon and evening. Both were in typhoon readiness condition one, with 57 mph winds expected within 12 hours. Some services in Humphreys, such as passport issuance and driver testing, were operating with limited staff, according to the base’s official Facebook page. Nonessential military vehicles were prohibited from traveling on Humphreys roads and drivers were advised to use caution. https://www.stripes.com/theaters/asia_pacific/2023-08-10/khanun-lan-typhoon-tropical-storm-japan-korea-11001954.html Outdoor events for Jamboree Scouts canceled due to typhoon "All outdoor events prepared for Scouts participating in the 25th World Scout Jamboree were replaced with indoor activities on Thursday, as Typhoon Khanun, accompanied by heavy rain and strong winds, passes through the Korean Peninsula." https://www.koreatimes.co.kr/www/nation/2023/08/356_356785.html

Too Long, Didn't Read. I guess it is all relative. At 44 pages in that format, the WSJ Guidelines are half the length of my son's Eagle Project Workbook. Here is the same text, without pictures and copious white-space - 15 pages. https://members.scout.org/sites/default/files/media-files/WOSM_WSJGuidelines_EN 2016.pdf

WOSM Guidelines "This document provides the key requirements for the Host Organisation to effectively plan and carry out the World Scout Jamboree. Relying on the constitution of the World Organization of the Scout Movement (WOSM), resolutions and policies adopted by the World Scout Conference, decisions made by the World Scout Committee, as well as invaluable insights and experiences gained from past World Scout Jamborees, these guidelines serve as a roadmap for a seamless Jamboree experience. As the Host Organisation, it is our responsibility to adhere to WOSM’s guidelines for organizing the World Scout Jamboree, while also considering the wealth of knowledge shared by previous Host Organisations and the World Scout Bureau." So for reference, the rather vague and lightweight 44 page ... WOSM Guidelines for Hosting the World Scout Jamboree (adopted by the World Scout Committee in March, 2016) Facilities p26-27

...Our Troop had never done anything like this—at least not since 2017, when the oldest boy joined the Troop. I became Scoutmaster for the Troop in November 2021 and told the boys that we would begin preparing for a High Adventure backpacking trip, somewhere out west, for the summer of 2023. Over the next 18 months, Troop 422 elevated and refined its camping and backcountry skills in preparation for the adventure. With backpack space and weight at a premium, the Troop diligently learned to do more with less. It traded large four burner camp stoves and well-equipped camping kitchens for the simplicity of learning to cook over open fires and utilizing portable backpacking stoves with minimal utensils stowed in a hiking backpack. ... It will be interesting to see what these scouts plan for 2024. Scout Salute! Annually for the past ten years, Troop 450 helps the nonprofit First Fruits Farm harvest produce that will be donated to battle against food insecurity. First Fruits Farm was born in 1998 when the Bernstein family moved to a farm in northern Baltimore County. The idea was that they would plant and harvest their fields using a volunteer work force and donate the resulting fresh produce to organizations serving needy families and individuals in their community. “I know a lot of people that benefit from this, so it’s nice to know I’m helping out more people,” senior patrol leader Jonathan Davis said. “I know a lot of people that can benefit from service projects, and it just feels good to help the community.” ... “[Nonprofits] give back,” patrol leader Grant Miller said. “You’re always consuming stuff, but you never really produce that much for other people. So, by going on service projects, you get to give back to your community and help other people.” The troop has harvested many crops over its annual visits, and this year, members picked a patch of non-pickled peppers. After two and a half hours of working in the sun, the troop had filled dozens of crates with green peppers and baskets full of banana peppers. “I liked it; it’s hard work, but it’s fun,” said Matthew Redmond, a first-class Scout. “I liked that I was helping people.” Scout Salute, More at source with harvest photos https://www.severnaparkvoice.com/stories/serving-in-the-outdoors-troop-450-harvests-food-for-nonprofit-boy-scouts,64962?

...Forecasters have warned that all of South Korea is expected to feel the effects of the storm, with as much as 600 millimeters (23 inches) of rain expected to fall in some areas. Khanun is the sixth tropical storm of the 2023 typhoon season in the Northwest Pacific Ocean. Colorado State University meteorologists tracking Khanun’s accumulated cyclone energy (ACE)—a metric that incorporates both intensity and duration—report that the total ACE for Northwest Pacific storms was 122 as of August 7, 2023; the average at this point in the season over the past three decades is 88. With an ACE of 25, Khanun accounts for one-fifth of the total for Northwest Pacific storms in 2023. This all seems backwards to me. The Korean people are facing a typhoon but their government, as Jamboree host, seems focused on entertaining 40,000 scouts and otherwise making amends. A typhoon is coming! Yes, move scouts to a safer location. However, grateful scouts should be preparing to help others weather this storm - working with and not burdening local government services, and certainly not going on hours-long mall shopping trips. WOSM, time to show the world what 40,000 scouts can do in an emergency! Hint, it is not attending a rock concert in a storm's aftermath. Another $0.02,

Remaining 36,000 Jambo scouts to be evacuated starting Tues morning (local time) ahead of typhoon arrival. "Officials were trying to secure spaces at government training centers and education facilities as well as hotels. Kim Sung-ho, a vice minister at South Korea’s Ministry of the Interior and Safety, said it would take six hours or more to evacuate the scouts from the campsite, which organizers said will no longer be used for any event after they leave. The announcement came after The World Organization of the Scout Movement said it had urgently called on South Korea to move the scouts from the storm's path and "provide all necessary resources and support for participants during their stay and until they return to their home countries." ...David Venn, global director of communications for the World Organization of the Scout Movement, said it was still waiting for government officials to provide detailed plans. Officials at Camp Humphreys, a major U.S. military base 70 kilometers (45 miles) south of Seoul, did not immediately confirm reports that thousands of scouts from Sweden, Norway and Denmark were to be transferred to its facilities. " Matt Hyde, the UK Scouts chief executive, said the £1m cost of relocating their 4,500 member contingent will affect the work of the Scout Association for the next 5 years. In an emergency meeting with parents Saturday morning, BSA Chief Scout Executive Roger Mosby announced that the decision to pull the USA Contingent from the Jamboree site and return to Camp Humphreys was more about sanitary conditions than heat or rain. BSA International Commissioner Lou Poulson noted that “the decision didn’t come lightly or easily. We spent extensive time with the U.S. Embassy and Consul General” and it came down to there being no choice. Along with the USA Contingent’s medical director Dr. Jeff Myers, Poulson highlighted the reasons for the USA Contingent’s departure: · Oppressive heat. While shade is being brought, it is “too little, too late, and heat is the foundation of what drives other things.” · Food supply. There have been problems with proper food storage and the number of calories provided to participants. While food supply has improved, it is not enough to alleviate concerns that can result from heat stress and low calorie intake. · Sanitation. Poulson described “terrible, deplorable conditions,” to include uncleaned toilets, showers with fecal matter, and the risk of health issues that could result. He added, “if this site were in the U.S., it would be declared a health emergency.” Organizers previously announced that cleaning staff were increased from 70 for the entire 40,000-person site to more than 500. · Youth protection concerns. Insufficient shower facilities were causing youth and adults to share shower facilities, in violation of BSA’s Youth Protection Policy. · Weather. Oppressive heat but also flooding (which UK contingent noted) . Bands of a typhoon are expected to hit the site soon, and torrential rain is expected starting Sunday. While ditches have been dug to channel runoff, USA Contingent leadership does not believe the site will be able to handle the rainfall. · Medical facilities. Host country planners expected 500 patients per day but have seen between 5,000 and 10,000 patients per day. Isolation for participants diagnosed with covid were not initially available, and there were no provisions for testing of influenza. Further, referrals to orthopedic and other necessary specialists are not being made, and the organization has unable to track U.S. citizens who were sent to local hospitals for treatment beyond what the Jamboree medical tent can provide. US Contingent $6100/participant: "The USA contingent is planning for 790 people: 14 units of 36 youth and 4 unit leaders (560 total) 200 International Service Team (IST) members (will these adults continue their volunteer work at Jambo site?) 30 Contingent Management Team (CMT) members The timing of refund payments would be dependent on funds returned to the USA Contingent and/or if applicable, insurance claims paid to the USA Contingent. Additional details are available in the event disclosure section of the jamboree registration process." https://wsj2023.us/faq/ UK Contingent 3,495.00BP ~ $4456/participant: "4.7 In circumstances that the Event is cancelled for reasons of force majeure, such as premature cancellation of the Event or a reasonably foreseeable impossibility of the UK Contingent entering South Korea in order to attend, We will use all reasonable endeavours to refund the highest possible proportion of any payments made by You to Us, but this may not be the full Fees paid. As for refunds from a Contingent's insurance or surplus funds? Maybe a discount for a future HA trek?
