Each of the buckets put together by Green and his troop contain two alcohol swabs, a blanket or bed sheet, two bottles of water, a fire extinguisher, 10 glucose tablets, a glass breaker or steel rod, eight golf balls, 10 feet of rope, two towels, two tampons and one whistle. Unconventional items like the golf balls and tampons have a specific purpose, Green said. Golf balls can be thrown at an intruder, while tampons can be used to stop bleeding from gunshot wounds, he said. “All these tools can be used however you see fit,” Green said. IMHO, this needs more serious thought. For the money, installing double deadbolt latches on classroom doors might be a more effective start. Anyone hear from @ItsBrian our resident camp counselor somewhere in the red during this recent tropical heat wave? I wonder how his AC is working?

In the OP, the Dutch drop a group of blindfolded scouts called a dropping team, on a paved road with GPS and cellphone. The dropping team does carry a cellphone in case of emergency, and the scouting association requires participants to wear high-visibility vests and distributes a long list of guidelines, mainly geared toward traffic safety. “Pushing boundaries is fun,” reads one recommendation, “but that, too, has boundaries.” Yawn...lame. I believe Scouting should have a solo outdoor experience akin to what Outward Bound does. Back in the day, I solo'd on a OB expedition. (January in NH) No cellphones, no maps, had a whistle. https://www.outwardbound.org/blog/what-is-solo/ My $0.02,

Update July 17, 2019: note OP @The Latin Scot SALT LAKE CITY — The new initiative to replace the Boy Scouts and Personal Progress programs of The Church of Jesus Christ of Latter-day Saints is called "Children and Youth" and will be rolled out in September in a special worldwide satellite broadcast. President M. Russell Ballard, the acting president of the Quorum of the Twelve Apostles, will lay out the new initiative to replace those programs in a broadcast on Sept. 29, according to a letter sent Monday to general authorities and officers of the church and local leaders around the world. Elder Gerrit W. Gong of the Quorum of the Twelve Apostles will host a Face to Face broadcast about "Children and Youth" on Nov. 17. "The principles taught in this effort for children and youth represent a higher, holier way to encourage the rising generation to follow Jesus Christ and apply his gospel in all areas of their lives," the First Presidency and Quorum of the Twelve Apostles say in a statement in a guidebook to the program. "This major effort will include gospel learning, the privilege of service, personal development, and exciting activities." The Young Women program will move forward without Personal Progress and Faith in God for Girls. Boys will no longer have Scouting, Duty to God or Faith in God for Boys. A website has been published for leaders in preparation for the change at ChildrenandYouthLeaders.ChurchofJesusChrist.org. The site includes an introductory guide for parents and another for children and youth. Both guides are available only in English. The new Children and Youth program will begin Jan. 1, 2020. Girls and boys have until Dec. 31 to finish the retiring programs. For example, girls can complete Personal Progress and receive their Young Womanhood Recognition by then, as can boys who want to finish the Duty to God program. Children in the Primary program can complete the Faith in God program by then, too. Exceptions can be made for those who need additional time. The awards will be available for order until March 1, 2020. The church has encouraged those who wish to participate in Scouting to join local community groups. The goal of the new initiative is to deepen conversion through gospel learning, personal development and service and activities. It is based on the church's renewed emphasis on home-centered, church-supported learning, which has led to major changes, including a new churchwide curriculum for Sunday School and other classes and more family gospel study in place of one hour of Sunday meetings. It appears after the 3 hour Sheriff dept rescue, the two scout troops were directly warned about unsafe boating conditions on the river but they continued anyway. Unclear if scouts paddled another half mile, camped, and declared trip accomplished or they completed the originally planned 67 mile trip. Glad no one was hurt. It would be interesting to know what lessons were learned.

Useful information: At https://www.2019wsj.org/, the official website for the 12-day event that begins Monday, July 22, and runs through Aug. 2, there are tons of resources for Scouts heading to the Summit Bechtel Reserve in Fayette County. Scouts can learn that the official mascot is Yona, a massive black bear, the lyrics to the Jamboree song, the code of conduct for Scouts and details about Wi-Fi and electricity, shower houses and toilets, credentials and identification, religious services and chaplains and campsites. There also is information about food markets, where Scout units will have a choice about what they want to make for breakfast, lunch and dinner, that will be located throughout the Jamboree site at each base camp. A plethora of other information also is available, including a map of the 14,000-acre complex, the schedule for the Jamboree and a blog. The World Scout Jamboree also has a Facebook page, where there has been a daily countdown as the event creeps closer. "Starting in 10 days, this will be the biggest city in West Virginia," said Kenn Miller, Summit Bechtel Reserve's director of programs and operations, as he drove from a staging area where 340 UTVs and an assortment of cars, vans and pickup trucks rented for the event were parked. ... About 8,000 Scouts from the United States will take part in the world jamboree this year, and will be dispersed throughout the campgrounds to enhance interaction with scouts from other nations. ... To help keep the 43,000 Scouts safe, nearly 600 emergency services personnel will be on hand throughout the event. ... Something unique that's offered this year is an electronic wrist device that lets Scouts instantly share contact information with the people they meet and want to stay in touch with." Sorrel said that to him, the best part of a world jamboree "is to watch young people with different customs, from different cultures with different religions, come together and become friends. Even with countries in which the adults don't get along, the kids get along just fine. We could learn from them." Scout leader gives his side of story... Brandon Jones is one of the Boy Scout leaders and said they made this trip with Boy Scouts three years ago with no issues — this time they found themselves in a “tough" situation. Once the canoes were flipped upright again, Jones said the boys continued on their way. The trip required canoeing and camping for a few days, and the boys made it all in their handmade canoes. “This is about turning young men into men and giving them life experiences,” Jones said. “I think they learned some valuable lessons that when life throws you some curveballs and you can get by.” More including video at source: https://fox13now.com/2019/07/12/boy-scouts-in-handmade-canoes-caught-in-green-river-how-they-got-out/

2013? "The purpose of the BSA’s National Camp Accreditation Program (NCAP) is to help councils elevate camps to new levels of excellence in delivering Scouting’s promise to youth . Councils will engage in rigorous review of camps and properties, continuous improvement, and correction or elimination of substandard practices .In addition to the national camp standards, the NCAP involves three separate but interrelated cycles that both support the standards and ensure that camps meet continuous improvement goals: (1) the multiyear Authorization Cycle; (2) the continuous camp improvement program, which has multiyear and annual components; and (3) the annual Assessment and Accreditation Cycle . The annual cycles started in 2013 and the multiyear cycle will be phased in from 2013 through 2016 ." https://filestore.scouting.org/filestore/outdoor program/pdf/430-056.pdf https://www.scouting.org/outdoor-programs/camp-accreditation/

Sgt. Vetere said the homemade canoes had “no business” on the river especially with the conditions of the water running a little high even for commercial canoes with experienced canoers. Sheriff Greg Funk emphasized that those planning on being on the river in Emery County should do their research, know their limitations and be prepared. Officials said the total time of the rescue was three hours and all were accounted for. Now the beginning of this story is amusing as the source link tells it. So far in my time, just one such camp incident and the camp staff handled it, completely, discreetly, and efficiently which included machine washing and drying bags and clothes. Cots and platform were also disinfected. Other scouts never knew. Troop went to program . Many troops bring one or two spare sleeping bags to camp and most camps also have spare bags. A blue tarp across tent platform floor comes in handy.

Rescuers airlifted one Boy Scout, hand-carried out another and provided water to a handful of others after a group doing trail maintenance ran into heat and medical issues outside Camp Geronimo recently. One of the boys was having trouble breathing and appeared to have heat stroke so “out of an abundance of caution” was airlifted from the trail for medical treatment, Pitterle said. Another boy was also having heat issues and TRSAR volunteers carried him out on a wheeled litter. TRSAR hauled water up for the rest of the group and they were able to walk out safely, he said. https://www.paysonroundup.com/news/local/boy-scouts-rescued-from-trail/article_9aacebce-ed73-5eb5-8cb9-dc91359e08a4.html
