Right, the NCCS doesn't have the authority to state the Church's position -- any opinion that they offer must be understood as a private opinion. To the best of my knowledge they don't even have any episcopal oversight.

It's very possible to be "unfair" to both sides in a given dispute. I suspect that people are calling "unfair" because this most recent decision was sprung on them without warning and after they were promised that it wouldn't happen.

On the contrary, I know many Catholics who took issue with the BSA's standards for scouts. You can't take the views of the NCCS or even of the body of bishops on prudential matters such as these and project them on Catholics in general. I think your analogies are rather strained. Soccer isn't formative in the same way that scouting is. And many Catholics opt for parochial schools or homeschooling, and I daresay that the normalization of homosexual behavior is one of the reasons why.

I've read recent statements by two bishops. Perhaps ironically, their respective dioceses are right next door to one another. Seeing as how Fr. Sevin knew Lord Baden-Powell and undertook his work with his approval, I'll go with "interpreted." B-P had high praise for how Catholic associations were using his program. He even allowed his named to be used by the Belgian Catholic association -- the Baden-Powell Belgian Boy and Sea Scouts.

The days of WOSM recognizing a federation of scouting associations are long gone. It would be interesting to see what would happen if an existing national association "devolved" into a federation.

My understanding is that not only are they being brought under umbrella bodies (which I think has already been accomplished in all cases where "official" scouting associations are divided along religious lines) but those federations are being pressured into merging into single associations. This is what happened in Ireland (though to be fair, I don't know whether that was due to pressure from WOSM or not).

I know a number of people who left Scouts Canada when it went compulsory co-ed. -
It's the norm in continental Europe and there are historical reasons for that. It's not the norm in Anglo-Saxon countries.

The International Catholic Conference of Scouting is for WOSM members only. It is not a scouting association in its own right. (And yes, there is an International Catholic Conference of Guiding for WAGGGS members.)

My guess is that the words are BDPT00's and he just messed up the quote function. I never got the impression that they were Packsaddle's because it doesn't strike me as the sort of thing he cares about. WOSM won't recognize "sectarian" scouting associations any more, and I doubt they would recognize one HQ'd in the Vatican anyway. Low population most of whom are elderly men.
