  1. There is no uniform requirement anywhere in scouting. What they are doing should determine what you specify you would like them to wear. That said, if they show up wrongly attired are you gonna send them home?

  3. Kelly, I will throw my 2 cents worth in here as a Past SM. When she talks about menu planning and cooking she as CC has NO say in this area. This is clearly a SM's choice as this is part of the program. If the SM wants it she needs to learn to butt out. What did the SM say when she rejected the Merit Badge work? I hope he spoke up and told her to drop it cbecause again we are into program planning. The PLC with advice of the SM plans and executes the program. The committee's function is to support the program with required resources. The only time the TC get involved if the planned program is unsupportable. Sounds like she needs to attend Troop Committee Challange training.
  4. PWD and RGR rules are normally pretty cut and dried. You must use the official BSA Kits. Boy must make the racer under supervision. Set the Rules now befor time goes on any further. If he shows up with an adult made car, quietly ask the scout how he made such a lovely car. If he indicates Dad or Grandpa built it, simply just disqualify it. Set the Rules, make sure they know them, then enforce them fully. One thing you can do is have an adults division, so that they can build thier own cars and compete against the other adults. We do this with no rules except for no engines, no heavier than 10 oz, and must fit on the track.
  5. Scoutnut, In answer to you question we do this at Boy Scout Resident Camp and have done it own a set of throwing hatchetts and brings then to a lot of district events. I would caution that a 20 ft circle is WAY to Small an area to be safe. Our standard is 50ft roped off on each side and the back and a do not cross line 15ft behind the thrower for spectaters. I just looked at the G2SS and I see nothing that bars this type of event from any age scout. you should not read into the age appropriate guidelines on tools to include these. Throwing hatchetts are not a woods tool. They are not designed to be used to chop wood, infact if the owner of a set of them caught a scout chopping a tree with them he probably would be very upset.
  6. Hatchett throwing with the appropriate safty measure in place is not a banned activity. This is offer at our summer camps on our rifle range area. If the council approves the BB guns and archery then it appears to be ok also.
  7. Well I never said that the unit leaders could keep the funds or equipment them selves. It should be disposed of IAW local laws and BSA R&R, plain and simple. My choice, and our plan here is to disperse assest to other troops in the area, including funds. This would go to troops our members joined if we should fold.

Rules and Regulations, Article XI, Section 1, Local Council and Unit Finance Clause 2, Disposition of Unit Funds Upon Termination of Local Council or Unit (b) Unit Obligations. In the event of the dissolution of a unit or the revocation or lapse of its charter, the unit committee shall apply unit funds and property to the payment of unit obligations and shall turn over the surplus, if any, to the local council, if there is one, or if there is no local council, dispose of the same in accordance with the direction of the Executive Board of the Boy Scouts of America. In the case of a chartered organization, any funds or equipment which may have been secured as property of the unit shall be held in trust by the chartering organizaiton or the chartered local council, as may be agreed upon, pending reorganization of the unit or for the promotion of the program of the Boy Scouts of America.
  9. Again, what I said what happens to funds and equipment when a unit disbands depends on the council, CO, the troop leaders, and depends a lot on the state you live in. Even BSA R&R say that the CO must negotiate with the Council on assest from a disband unit. Sorry folks if you think its simply black and white because its not.
  10. My question would be who is your sponsor that he could be the EO. How do you get elected EO? Baring that who said the EO cannot serve as an ASM? The EO is not even a leadership position on the charter.
  11. John, Actually its not that simple. The property laws differ greatly from state to state so there is no hard and fast rule on property. You don't have to beleive me, ask your lawyer. This is why the BSA R&R on equipment aree so fuzzy.
  12. That is Not necessarily true. Can you show me in the R&R where it says that? Cause its not there. Does it say that in the Charter agreement, NO. Before you make blanket statements you need to look at the laws of the state in which you live. In our state we, the troop are the owner. The CO appears no where on our bank account, out trailers are registered and titled in the troops name and we have our own insurance on them in our name. All legal in this state. The BSA R&R are VERY fuzzy grey on equipment ownership

  15. I see you have 2 choices here. because it obvious that Troop is not going to stop doing this and the DE and district must know its going on. 1. Stay in Troop and help out or don't help out with this fundraiser. 2. Find a new troop if you disagree with this fundraiser. CM Jerry $8000 is not a lot of money for a well run, well traveled good sized troop. That really is not that much, not to put on a good and exiteing program.

  17. According to BSA legal, They have never failed to defend a volunteer no matter how bad the behavior. Remember they are the ones with the DEEP pockets, so they have to defend themselves.
  18. I would not let the fact that he just started wood badge affect the committee's decision one bit. Have him come to next committee meeting and have CC and committee try and work it out. If not start looking for a new CM.
  19. I don't have any books here at work, but a JASM works for and is appointed by the SM not the SPL. Why would you want a youth to be JASM who has not reached Eagle. Up to that point he should be working for the SPL.

  21. I think you are right about charging everyone. A lot of the schools systems nationwide are charging everyone that is cponsidered an outside group. Including all those that this article says is excluded from paying. Money is tight for schools all over. In our district if you have meeting in HS its free beause there are custodians there 6 days a week anyway. If you go to the elemntary schools after 7pm you have to pay becuase there is no custodians, that rule applies to everyone.
  22. while those are the joining requirements a lot is going to depend on when they receive the AOL. if the qualify to receive it in December, which most are not qualified to, then they could join, otherwisw they have to wait till they get AOL or meet other requirements.

  25. seabear, your reference is outdated. Only council advancement committee can waive this requirement now. Troop committees are no longer allowed to waive requirements.
