The uniform Guide clearly says green tabs cannot be worn on the Tan shirt. Second a Crew cannot elect to wear the Tan uniform. If the Crew chooses a BSA uniform it must be worn inaccordance with uniform Guidelines

ASM416 What we do locally here is buy the item before we close out with council then turn in receipt with accounting of the funds. That takes the decision out of thier hands. They now have the money and most likely won't but the item cause the excess is allready in the general fund and they spent it most likely. (This message has been edited by nldscout)

Merlyn, I called the Fire Department. The are a totally Volunteer outfit, so you lose again. Now you got any good examples or are you going to continue to spout outdated statistics. -

Your wrong on the fire dept. Just because they levy taxes does not make them a government agency. Here in NY we have the same thing, but tey are not a government agency, but have the legal right to set a tax rate for fire services. You say there are hundreds of units, come on list them. You should know BSA website is always behind on units. -

Merlyn, Well seems your wrong again. You need to update your info Pack and Troop 817 don't exist anymore. And The Holiday Shores Fire Dept is volunteer, so they can sponsor if they want. Got anymore wrong examples? -

Merlyn, I am curious how you are determining there are schhols still chartering units? And why cannot a Fire department charter a unit. You have any examples to share? -

" In order to bypass swimming and do an alternate requirement for 2nd or 1st Class you must apply to the Council Advancement Committee for approval. See Below, it can be complicated at best. A Scout who is unable to complete any or all of the requirements for Tenderfoot, Second Class, or First Class rank because he is physically or mentally disabled may complete alternative requirements if the following criteria are met: The physical or mental disability must be of a permanent rather than a temporary nature. A clear and concise medical statement concerning the Scout's disabilities must be submitted by a physician licensed to practice medicine. In the alternative, an evaluation statement certified by an educational administrator may be submitted. The medical statement must state the doctor's opinion that the Scout cannot complete the requirement(s) because of a permanent disability. The Scout, his parents, or leaders must submit to the council advancement committee, a written request that the Scout be allowed to complete alternative requirements for Tenderfoot, Second Class, or First Class rank. The request must explain the suggested alternate requirements in sufficient detail so as to allow the advancement committee to make a decision. The request must also include the medical statement required in paragraph two above. The written request for alternate requirements must be submitted to and approved by the local council prior to completing alternate requirements. The Scout must complete as many of the regular requirements as his ability permits before applying for alternate requirements. The alternate requirements must be of such a nature that they are as demanding of effort as the regular requirements. When alternate requirements involve physical activity, they must be approved by the physician. The unit leader and any board of review must explain that to attain Tenderfoot, Second Class, or First Class rank a candidate is expected to do his best in developing himself to the limit of his resources. The written request must be approved by the council advancement committee, utilizing the expertise of professional persons involved in Scouting for disabled youth. The decision of the council advancement committee should be recorded and delivered to the Scout and his leader.

As this only appears in the BOY SCOUT requirements book and not in any Cub literature, that makes it a sole Boy scout award.

Acco, -35 F not Centigrade. Once you got ibn the Bag it was fine, it was at 5 am when I had to answer nature that it was tough. yes, even though manufacturers say fiberglass poles are good in cold, they aren't. Fortunatly Eureka's have aluminum poles. The second night was in Igloo's which was much better.

Heck, up here in NNY, the boys would get the patch on 50% of camping trips, below 32 degrees and cook three meals?

They don't have open flames, the heat sourse is contained inside the container, it doeasn't openly burn to the naked eye, but in the total dark they glow red and will burn you if you touch it. You don't need heat to sleep anyway, We have camped in our Eureka tents down to -35 degrees. Its not the sleeping, its that emergency call of nature at 2am thats a killer or when you have to get. For that I have used a propane lantern to break the chill then turned it off before moving about. Ya just have to be TOUGH!!

EagleInKY OA is the universal Honor Camping program. Every council has a lodge, even if they offer another program also.

We have done it before if the parents would like it. We also do this at all COH's, show troop activities.

In our council in NNY there is a written rule that says Cunbs may not camp outside if the ambient temprature at night is expected to be 40 or below.

You have to go to your state Tax people. We were just told in NY to use the councils Tax exempt number which they furnished to troops and packs.

CNY, First I was at the meeting and the one in watertown. Second, I was the someone who made the suggestion. However let me tell you the whole suggestion. In the area of central NY there are many good Scout summer camps. At present the one that has the highest percentage of attendance just made 80%. Our large camp, Sabattus was only at 65%, as were many of the other camps in the area. A lot of councils in NY are barely holding thier own and constantly juggling to stay afloat. The operation of our camps year round last year cost over 100K more than they brought in. Sabattus while a fine camp is only used 6 weeks a year, and there is no prospect of improving that due to great distance, remote location and inaccesability during the winter. The plan was to spend up to $2,000,000.00 to build a new dining hall and add to camp. This camp is only a patrol cooking camp at present. So my rational was with the excess number of camping spaces in the immediate area, coupled with the remote, inaccesable location of this camp is it worth the 2 million plus they want to put into it? Before we spend that kind of money we should be absolutly 150% positive that this is a smart move. Ladies and Gentleman, like it or not BSA Councils have tons of property, a lot of it way underutilized and in some cases sucking the money and resources out of councils that could present better programs if the emotion of closing a camp was taken out of the picture and you looked at the best use of resousces. So I stick with my suggestion that maybe we should be the smart one and save our resources and close our summer camp program. Keeping smaller year round facilities.

The first thing to keep in mind BALOO does not apply to Webelos that are on a den camping trip or when camping with a troop. BALOO is for Pack Camping only.

Those of us in the cold and dark regions of NNY just continue to mudle along. We donot cancel outing cause its dark when we get there -
one should be careful before buying an Airsoft gun or similar thing for your teeenager. In the State of NY and I and sure someothers it is a crime for a youth under 16 to posess one of these. Oh and also this applies to Paintball guns also.

IF the IH is also the COR then the answer is yes, if not then the answer is no, and if its no then he cannot take boys camping without a registered letter.

EQUAL ACCESS TO PUBLIC SCHOOL FACILITIES. (a) SHORT TITLE- This section may be cited as the Boy Scouts of America Equal Access Act'. (b) IN GENERAL- (1) EQUAL ACCESS- Notwithstanding any other provision of law, no public elementary school, public secondary school, local educational agency, or State educational agency that has a designated open forum or a limited public forum and that receives funds made available through the Department shall deny equal access or a fair opportunity to meet to, or discriminate against, any group officially affiliated with the Boy Scouts of America, or any other youth group listed in title 36 of the United States Code (as a patriotic society), that wishes to conduct a meeting within that designated open forum or limited public forum, including denying such access or opportunity or discriminating for reasons based on the membership or leadership criteria or oath of allegiance to God and country of the Boy Scouts of America or of the youth group listed in title 36 of the United States Code. So it does apply to Elementary schools.
