firecrafter - from your comments about the unit commissioner, it almost sounds like he's a member of the troop committee. How was your UC selected? Is he commissioner for any other units? -
The chairman of your district camping promotion committee should have lots of ideas.

I'd agree with Baden, but add one more responsibility, perhaps the most important. It is the responsibility of the unit leader and unit committee to develop and maintain a healthy relationship with their chartered organization. All unit leaders must be approved by the chartered organization. The chartered organization also signs the annual agreement with BSA each year that continues the existence of the unit. I'd suggest that they read the agreement every year (or have it read to them).

Perhaps more to the point, where is there any support for the idea that the former unit members are entitled to divvy up the spoils amongst themselves? -

What is the law in your state about a troop or pack disbanding? -
"He can leave the troop for a couple of years and then 'pop-in' to do his Eagle Project and be finished?" Do the requirements say something about "continuous uninterrupted active membership"? If that's what the Handbook says, then he's out of luck.

Submit his application, then review with him the Eagle requirements found in the Scout Handbook.

"Home school parents with boys in more than one den like this arrangement." That matter of convenience for parents applies equally to PS families. But Cub Scouts is not designed to work with all dens meeting at the same time at the same location. What may be convenient for parents is detrimental to the program. Why do the PS families not meet all together in one location for the convenience of parents with boys in more than one den? If these HS dens are doing a pseudo pack meeting every week, do they come to the real pack meeting? The monthly pack meeting led by the Cubmaster, where all the dens come together, with each individual den having a part in the meeting program?

HS or not, dens should meet independently at a time and place best suited for that den. HS or not, dens should be doing their own independent den programs, not "sharing" activities. Meeting together and sharing activities erodes the concept of a den of 6-8 boys doing activities appropriate for their age, skill level, and advancement needs. A shared activity would be a pack outing in which the entire pack would participate, not just the HS dens.

If you already have 2 embroidered knots centered in 1 row, then they would need to be moved to make room for a 3rd. Centering is not required, though it may look more symmetrical. I sew my patches permanently and would put the first knot in a row in the center, the 2nd either left or right, then the 3rd in the remaining spot.

Expectations from Council - Fending for ourselves

The success of a unit is almost totally dependent on the commitment of the unit leaders. If the leaders do not read the resources, do not go to training, do not hold den meetings, do not plan a program, then there isnt much a paid staff person from the district / council can do to make the unit successful. On the other hand, if the unit leaders have a vision of success but lack tools and knowledge and resources, there is all kinds of help out there for them. The success of units lies in the proper selection of unit leaders. -
Agreeing with Jerry. The purpose of earning funds is to finance the troop program. The money-earning process starts with a written plan for the 12-month troop program. The SM and treasurer develop an expense budget so the troop knows how much money will be needed to pay for the planned program. Next, the income side of the budget is developed. Money-earning events are planned to earn the funds needed cover the expenses. By the end of the year, there should not be much left except a small reserve fund. Additional money-earning has no purpose and detracts from other troop activities. The Unit Budget Plan worksheet #28-427 has a good methodology to develop both the expense budget and the income budget.

What KoreaScouter said. I see this as a time to honor the boys in the troop. We have them participate in some degree: opening ceremony, lighting of candles and such.

My observation is that people in life do what they want to do. If the speed limit is 65 and they want to go 75, they go 75. There is no need to explain or defend ones reasoning. Just go 75 and be happy about it. The initial post in this thread asked a question. The answer is really simple. BSA has not granted authority to either units or adult leaders to re-define the uniform. The uniform, and protocol for saluting and wearing hats is spelled out in the literature. If one wants to go 75, there is no BSA police that will pull you over. If you ask what is the speed limit, the answer is not going to be 75 regardless of how many other people are going that fast. If the rest of us want to go the speed limit, dont knock it. -

I said salute when wearing the UNIFORM, which is permanently posted in the publications. I have no idea what is a uniform-of-the-day.
