The BSA doesn't unlawfully discriminate, Merlyn! And you are still missing the point! The BSA has had the same membership guidelines in place for a long time! Using the argument "we didn't know" don't cut the mustard! Ignorance of that fact is an excuse not a reason! The City of Cheese Steak just never read the BSA membership policy & gave them a $1 lease! The BSA did nothing wrong or illegal!

If this Fair Practices Ordinance the City of Cheese Steak instituted was in place for years then they decided to boot the BSA based on that ordinance, then the ordinance is just an "excuse" not the reason. Did the City of Cheese Steak have this Fair Practices Ordinance in place when they originally agreed to the lease with the BSA?

The City of the Cheese Steak agreed to lease the building to the BSA for $1 providing the BSA maintained it. The BSA's membership requirements were the same then as they are now. The BSA lived up to their end. The City of the Cheese Steak decided they didn't want to live up to their end.

If I only learned one thing (I learned lots) from my dad it was to be on time. Starting times for meetings & events are in place for a reason. By consistently showing up late to unit meetings is, to me, not being courteous and therefore not living the Scout Law in your everyday life. Sounds like a Scout Spirit issue. Tie these type of things to advancement & I'll bet you the late arrivees drop.

If the BSA felt that packs and troops needed bylaws, they would clearly say so and even provide guidelines/templates for them. They don't. The BSA doesn't require it's members own a uniform or attend training but it seems most have a uniform & attend training.

OK if we agree bylaws are really operational policies, I see these as a good thing.

Let's see......churches are private organizations supported by public money. A lot of non-profits are private organizations supported by public money. Correct me if I'm wrong, but didn't the BSA have the same membership requirements in place when the city of brotherly love granted them the lease?

shortridge I think if you reread your opening post you will see that it does indeed suggest that you believe Boy Scouts do not participate in parades because you do not see them participate in your LOCAL parades. I musta read a different post because the only thing I read was LOCAL units weren't participating in the local parades. I know in my area, Cub & Boy Scout units participate regularly in parades.

But Ed, leasing public property to a discriminatory organization for $1/year is in violation of the Philadelphia Fair Practices Ordinance, which dates back at least 40 years. The city can't legally give the BSA a sweetheart deal like that. Merlyn, if this is fact, why did Philadelphia do this in the 1st place?

Absolute 180 degrees out from true. Scout Spirit is what we expect from the young man when he's away from our eyes and ears. It's the goal we strive to instill in him. Scout Spirit includes Scouting & everything outside of Scouting, hence the term "everyday life".

Not all Boy Scout outings require a tour permit, and a cub attending a Boy Scout outing would not file a tour permit. Hmmm...... A lone Cub attending a Boy Scout outing would not need to file a tour permit. Actually an entire Pack attending a Boy Scout outing would not need to file a tour permit. They could be included on the Boy Scout tour permit. Bob, When would a Boy Scout outing not require a tour permit?

Sarge, You are getting the paperwork confused with the activity. A tour permit should be filed prior to any unit and/or den/patrol outing. Now if one isn't filed, that doesn't invalidate the activity. The activity still happened & the Cubs/Scouts still benefited from the activity & probably earned whatever they went on the activity for and they should receive credit for whatever they earned.

Check with your Council office. If the den is required to file a permit for outings with a Troop and none was ever filed, the supposed event should be considered invalid and therefore incomplete. While a tour permit is required, by not filing one does not invalidate the activity! That makes no sense!

And the same section of the G2SS states If a unit plans a trip within 500 miles of the home base, it is important that the unit obtain a local tour permit. So filing a tour permit would be the wise thing to do.
