While it does sound like the adult leadership of this unit dropped the ball, the Scout should hold some responsibility for knowing he didn't complete all the requirements, too.

OGE, I know I'm not a penguin & I'm pretty sure you aren't. So whatever penguins do they do. It makes no nevermind to me! And those arguments are bupkus!

The hike can either be used for Hiking MB or for the other MB; not both. I agree with that NJ, but nothing states requirement #11 completed for Backpacking can't count toward Hiking.

Here's the footnote The hikes in requirements 5 and 6 can be used in fulfilling Second Class (2a) and First Class (3) rank requirements, but only if Hiking merit badge requirements 1, 2, 3, and 4 have been completed to the satisfaction of your counselor. The hikes of requirements 5 and 6 cannot be used to fulfill requirements of other merit badges. The way I read the last sentence is requirements 5 & 6 can't be used to fulfill any other MB requirements but nothing states another MB requirement can't be used to fulfill these requirements.

I am not advocating rubber stamping anything. My point was it isn't always the fault of the unit leadership when things like this occur.

The problem in the unit you have described is not a fault of the Scouting program but of the people selected to lead in in that particular unit. The problem is too many Scouts who need a POR & not enough POR's to go around! And as, I think Beavah pointed out, this could be a result of employing the First Class First Year program suggested by the BSA. The problem could also be the adult leaders but I don't think this rest solely on their shoulders. Ed Mori A blessed Christmas to all

And if the Scoutmaster can't be present, he/she can designate another leader from the unit to "stand in" for him/her.

That doesn't translate to requirement #11 for Backpacking can't be used to fulfill #5 and/or #6 for Hiking only that these Hiking requirements can't be used for other MB's. An a unit instituting a "No Double Dipping" policy on MB's is absurd since the unit has nothing to do with the requirements for MB's!(This message has been edited by evmori)

It is up to the MB counselor, not the SM or the unit. There is nothing that I have ever read that states a requirement for one MB can't be used for another.

This Tiger's adult partner could have been 2 feet away and didn't hear it! A chat with this Tiger & parents would be the correct thing to do, especially emphasizing that type of language will not be tolerated.

What would you do with two Chaplain's Aides? For that matter, I'm not sure what I would do with two Quartermasters or a third ASPL. Those were just suggestions. I'm sure with a unit this size, two QM's would be a benefit! As far as the ASPL's, I would think assigning two patrols/ASPL would be a good idea.

Let's see. That would be 7 Patrol Leaders 1 SPL 3 ASPL's 1 Troop Guide 2 Chaplin's Aides 2 Quartermasters 2 Instructors That's 18 right there! It is not the responsibility of the adult leadership to "give" POR's. The adult leadership should be supplying the Scouts with every opportunity possible to advance. It is up to the Scouts to take advantage of those opportunities.

The BSA still shouldn't expect special deals from a governmental entity when it is violating that entity's policies for getting a special deal. Well the culpability is on both sides, NJ. The BSA had the same membership requirements for a long time & if the City of Cheese Steak gave them a special deal without knowing that then it is the City of Cheese Steak who is violating it's own policies! Wonder how many other "special" deals the City of Cheese Steak has out there that violate policy? Since Fast Eddie the Thug was the mayor for awhile, I'd bet there are a lot!

Interesting situation. From what I read, both sides made some errors. The SM shouldn't be assigning these positions. This should be done by the SPL. And the SM should have known the position he assigned was not one that could be used for advancement. The BOR made the correct call & hopefully advised the Scout in writting of their decision & his options. At that point, it is up to the Scout to rectify the error. The Scout should have know what POR's could be used for rank advancement. It's right in his Boy Scout Handbook! It seems certain posters always want to blame the adults when things like this happen. Well, it isn't always their fault. Oh and BTW, a Scoutmaster Conference isn't a pass/fail requirement. It's a"participate in" requirement.

Enforcing a policy decades after it was put into place is, to me, selective enforcement! The BSA has had the same membership requirements for a long time! Politics!

The real price of membership in this Troop will be unfailing regular attendance at its meetings and outings, and steady progress in all the things that make a Scout "Prepared." If I put my own time into the activities of this Troop I shall certainly expect you to do your part with equal faithfulness. Is that plain - and fair? About as plain & fair as it can be! -
I'm not denying it took 6 years! I'm just stating the only reason it happened was politics! And it isn't over yet!

If the City of Cheese Steak was waiting for a ruling on the Dale case to do anything, why did the City of Cheese Steak wait an additional 6 years to actually do anything?

Well, Merlyn, the BSA has always had the same membership requirements. One day the City of Cheese Steak decided they should of actually read the BSA membership requirement then when they did they found out they didn't like those membership requirements & proceeded to start termination of the BSA lease. I sure hope the City of Cheese Steak realizes they made a mistake when all those kids on the street have nothing to do. I seriously doubt if the City of Cheese Steak, providing they prevail, will pick up the youth programs the BSA supplied.
