Inability to meet the height/weight limit does not mean you cannot be a volunteer in the BSA programs. The requirements are listed for each rank. That is what must be completed by each Scout to advance. The rest of the book is nothing more than reference material to be used if the Scout wants to. The requirements are not redefined in the rest of the handbook! Everything anyone reads is an interpretation, the very act of reading is one of interpretation. That does not mean that there are not correct and incorrect interpretations to everything. Excellent point, Bob. So why are all of your interpretations correct?

Bob is correct about the requirement. Reading the entire handbook is a great idea but at the end of the day, the Scout still has to complete the requirement.

I must not have been clear. I don't think he put false info on form and scout didn't attempt to deceive. He listed the position and dates served when he was a First Class scout and didn't understand this only gave him credit for Star advancement. When questioned, the scout confirmed he had served in the position as a First Class scout and had used the same period of service for credit for Life and now Eagle. If the Scout put a POR on his Eagle application that he knowingly didn't have, that is falsifying the application and the Scout should be held responsible for that.

While youare correct the Scout did not fufill the requirement, the EBOR was also correct in recognizing that the problem was with the mismanagement of the advancement program by the Scoutmaster of the unit, and also recognizing that a denial of the advancemnt would have been overturned in appeal. So rather than spoil the scouts experience and memory of Scouting they approved the advancement and avoided the appeal. This is the kind of attitude that will destroy Scouting. If the requirement isn't met, the Scout doesn't advance! Plain & simple. By the time a Scout gets to this level, he should know what is expected of him. Ignorance is no excuse. The 2nd Class Requirement reads 5. Identify or show evidence of at least 10 kinds of wild animals (birds, mammals, reptiles, fish, mollusks) found in your community. The 1st Class Requirement reads 6. Identify or show evidence of at least 10 kinds of native plants found in your community. In both they read found in your community and I don't think they meant found in a museum in your community. The intent, in my opinion, is to have the Scouts become familiar with the wildlife & foliage in their community. Ed Mori A blessed Christmas to all.
