evmori...It is fairly common to distinguish Webelos into I and II based on year and grade...especially in packs with large numbers of Webelos.

Makes no difference. Webelos is a two year program but it isn't divided into two separate parts.
Unless the parent(s) are the WDL's, their signature means nothing.
I don't think there is an argument for being active for six consecutive months. There is nothing that states that.

The Scout must be registered.
The Scout must participate in Troop meetings and activities (outings).
The Scout is responsible for maintaining contact with his unit.
If the Scout is absent from his unit for three (3) months without being in contact with the unit leaders, he is declared inactive and his status is changed at his local council office.
If the Scout holds a POR and becomes inactive (see above), he relinquishes his POR and time served.

The definition of active as National defines it means if the boy is on your charter, he's active. Since that is what National wants, when a boy doesn't show for a period of time & never lets you know why, drop him like a bad habit! Problem solved!
OK scoutldr I'll bite. If you feel this is a YP issue, what about phone calls? Should these be only conference style calls with other adults and/or Scouts listening in?

YP has nothing to do with e-mail! And nowhere in YP training or literature is it even inferred!
