And I'm betting we will never know from mdsummer45 what happened. But if I'm not mistaken, there is someone else on this forum that is in the same council as mdsummer45 and me thinks this person should also know considering the outcome of this appeal.

Not sure if it matters, but I didn't mean in an oficial duty or function. Not transporting other scouts, equipment or his buddies. Just meant drving himself. Not that I have to worry about it for at least 7 years. And by then, he may drive his hoverbike or something! As his parent, this would be completely up to you. If it involves Scouting activities, follow the current G2SS when your son turns 16. Hopefully this thread will still not be active when he does.

No Eamonn, not blind, you see quite clearly. A troop that wants to do their own "thing" and has disdain for any BSA book, guide, policy or what have you, can codify their rejection of BSA by writing their own bylaws. Those folks that get all animated about wantin' to avoid havin' rules and procedures simply write their own rules and procedures bylaws. Makes is easier to justify perhaps? I see no other purpose. As I can see, things are getting all twisted again. Where in any official BSA rules or regs or bylaws does it state what day & time a specific unit meets, Frank? Where in any official BSA rules or regs or bylaws does it state what a specific unit charges for dues (if any), Frank? Where in any official BSA rules or regs or bylaws does it state when permission slips for outing for a specific unit is due, Frank? Not doing their "own thing"!

I would only like to add that it was not the ACLU that "drove" the BSA from public schools. When the BSA asserted in court documents that it is a religious organization, it brought this result upon itself. If the BSA was too short-sighted to see this coming, well then they needed to buy a better class of lawyers who could explain to them the consequences of their actions. Well the BSA isn't a religious organization and the bozo who stated that was wrong. So instead of the public school chartering the organization, the PTA or like group charters it. Not really a big win in my book.

Then don't call them Bylaws. Call them Troop Rules & Regs. You will get the same arguments!

I'm not closed minded Scoutfish. All I am suggesting is the type of peer pressure you considered was only one type - the bad type. Not all peer pressure is bad.

Parent Guide, YES. Standing rules and policies, YES. BSA pubs, YES. Bylaws, NO! Parliamentary procedure, NO! Roberts Rules, NO! There simply is no value in a Pack or Troop. What's the difference between a Parent Guide & Standing Rules ns Policies and Bylaws?

Bylaws for a Troop should not include anything the BSA has already defined. Bylaws should be used to define meeting times, when dues are due, when permission slips are turned in, etc.

So, for all of you who did not understand registered+engaged by leadership = Active, you now have it. Enjoy sucking eggs. Read it again John. The Scout now has some responsibility in this where before it was all on the leadership. It's not perfect but it is better.

Peer pressure comes in all different directions Scoutfish. You seem to only be considering one of this directions. Keep patting yourself on the back Scoutfish!

Actually, Scoutfish, your take is a little biased based on the group issuing the peer pressure. I would say it's more that the uniform is deemed dorky and uncool.

Yeah Brent the little guys think the Cub uniform is cool at their age and the congregants at church like to see the boys in the uniform. But what about the 13 & 14 & 15 year old guys. Do you think they like to wear it or because of peer pressure, do they shy away from it. And remember, those positive comments are coming mostly from people who are not involved in the BSA.

I agree with CalicoPenn on Troop By-Laws that mirror what the BSA already has in place. I do see a place for by-laws that define meeting times, when CoH are held, dues, and the like. Now back to your regularly scheduled topic.

While evmori and others may be technically correct, the uniform is part of the Boy Scout culture, and for the most part an expected element of the experience. Expected and required are not synonyms. There is nothing wrong with the uniform being expected.

You will find in certain cases that you will be told that wearing the uniform is required for certain events/activities (ex: Jamboree). But your are not required to have one to be a member. Until the uniform is required, requiring a Scout to wear one for any BOR is adding to the requirements.
