Bob, Interesting subject. 1. We stick to the syllabus. The only variations are those that enhance the learning experience. 2. In my district, training is offered annually. There have been some discussion to hold Scoutmaster Fundamentals twice a year. 3. One must complete the course one would like to be a trainer for. 4. Twocubdad, I agree this Scout has overcome a lot. But the question still remains, what did he learn? Baed on his comment about woodcarving (probably a type in the article woodworking) he didn't learn much. If this is the case, what's the point? Fscouter, Beacuse there are no good people. Folks, My Troop just finished helping the Dormont-Mt.Lebanon Rotary Club with a benefit pancake breakfast for Mike. There was around 400 people who came through the doors. Great food for a great cause! Also, our district is holding a camporee this weekend & are holding a pancake breakfast tomorrow morning to benefit Mike. I was talking to Mike's family represenative today & he said as long as he can get transportation for Mike, he will be at our district dinner on Sunday May 4th. that's great news. BOR's are exactly what they say they are - review. And that review might include questions about merit badges. If the Scout can't remember all the details about a merit badge he earned, no big deal. I can't think of a legit religion that doesn't allow unmarried males & females to sleep in separate tents in the same site. It seems there is something else going on there. If the CO wants to budget money for the Scout unit i sponsors we have every right to know where the funds come from. In most cases we don't ask. I think the point of this discussion is the CO when holding a fundraiser to benefit the Scouting unit it sponsors must follow the guidelines the BSA has set forth. Bob White, You posted in this thread that mentioning the BSA in a raffle fundraiser held by the CO is against the fundraising policy set forht by the BSA. In the thread about "Wine Tasting as a Fundraiser" you seemed to think this was OK since there were probably no Scouts present. So from what I gather, as long as their are no Scouts present or the BSA isn't mentioned in a fundraiser held by the CO, then it makes no difference what the CO is doing to raise money, according to you. Mark, Yep. We go to Heritage. Week 4. It seemds the counselors at Liberty are well trained. There have been some occasions where I would not let a counselor sign a blue card as completed because they try to substiture for some of the requirements, but as a whole they are pretty good. My district recently placed a merit badge counselor testt on our district web site. The following is a question I have a question about: Q 3 : A Scout may earn no more than five Merit Badges from the same Merit Badge Counselor. 1) True 2) False Checked answer (2) was Wrong Reason: This is incorrect; it is the policy of the Council that one counselor can only serve as the counselor for a total of five merit badges for any Scout. If an individual serves as the counselor for more than five merit badges, the Scout can lose credit for the badges in excess of five earned from the same counselor. It is my understanding Nationl policy has no limits and councils can not alter that policy. Am I correct? Ed Mori Scoutmaster Troop 1 1 Peter 4:10

OGE, Ditto! Ditto! I have always wondered how many of the top popcorn sellers actually sold all the popcorn! What we have done in my Troop for this & other selling fundraisers was to not count those funds sold by mom & dad toward the top seller award. Ed Mori Scoutmaster Troop 1 1 Peter 4:10

Twocubdad, The difference is when the VFW holds a raffle to help pay the light bill is not against any policy the VFW has (including all applicable laws). A raffle is however not allowed by the BSA as a fundraiser and as silver-shark stated, the CO needs to comply with the BSA when dealing with the unit. Ed Mori Scoutmaster Troop 1 1 Peter 4:10

In this case, I would integrate the new Scouts into an existing patrol & have the ASM asssigned to the New Scout Patrol work with the patrol you assign them to. When and if the others return, you can restructure if you want to or just integrate those returning Scouts into existing patrol(s). Ed Mori Scoutmaster Troop 1 1 Peter 4:10

Bob, I'm not expanding this to outside organizations. All I am saying is if the funds being donated to a Troop come from something that is illegal then the Troop should not accept these funds. If the funds come from a raffle held by the CO, I would not accept them since this type of fundraising by a Scout unit is not permitted. No policy about this just my own morals.
