No retesting is necessary. If you ask a Scout how he completed a requirement & he answers " I have no idea" then maybe he didn't do it & someone just signed him off! Oops! Forgot! That never happens because you have never seen it happen! "Even you have refered to him as FOG, as have many other posters. What is in a name? A rose by any other name would smell as sweet? Yep I checked, too! The words fully mastered are there in the SM handbook regarding advancement. Silver, Maybe it's a typo. Bob, It seems you have forgot one point of the Scout law - courteous! True there isn't an age requirement in BoyScouts for any rank. But with the upper ranks (1st Class & up) a Scout is expected to learn to become a leader. That's part of the requirements. And being a leader requires some maturity. Now a 12 year old might make an excellent Patrol leader. But I would say this is the exception instead of the rule. Most 12 year olds don't have the maturity to be leaders let alone Eagles. Can they learn? Sure they can. But they should be expected to move along at their own pace. Bob, Pointless!!!! Wow! Not very Scoutlike are we??? Please enlighten those of us who don't know the advancement guidelines as well as you. Please reer us to the book & page where we can find where it says "once a requirement is signed off, it can't be reversed". Pointless!!!! I would ask for an apology but you won't! Cheap shot Bob! Bob, If during the course of events up to and including the BOR for rank it comes to light that the Scout didn't complete a requirement - his dad did all the work - and the requirement is signed off on you say it can't be changed. Bob, I have had that question asked of me. My answer was always, "have Johnny come talk to me about it. I will explain it to him." And it is one that happens in the program in other units! How do I know this? In talking with other SM's and Scouters. Maybe this is unique to Western PA. Some parents feel earned means my son tried really hard but just couldn't get it but since he tried really hard he deserves it. I know, Bob, you have never heard of this but it happens! Then again, naybe it is uniques to Western PA. Oh yeah - Why everytime I bring something up it has to happen in my unit, Bob? Ed Mori Scoutmaster Troop 1 1 Peter 4:10

Bob, Once again you agree with me! But only to a point. If the requirement hasn't been signed off then the board can ask anything it wants about that requirement to ensure the Scout knows what he is to know to have that requirement signed off. And providing the SM has given someone on the board the authority to sign off on rank requirements then this requirement could be signed off. Ed Mori Scoutmaster Troop 1 1 Peter 4:10
