Been busy at my church Bob. I do have a life outside Scouting. You asked me the same question in a PM awhile ago & I answered you there. Since you already know the answer I can only assume your reason for asking these questions is to belittle me. This seems to be your style. And you chastise me because I pick on you! Practice what you preach, Bob. And by the way, you didn't answer my question "Is the 1st Class Emphasis Program required?" You spun it around to following the BSA program. And by your answer one can assume if you don't use every part of the BSA program, you aren't following the BSA program. One can follow a program & not use all the parts. So is it required or not? Is the 1st Class Emphasis Program required? If so, then my bad. But unless things have changed, I don't think it is. Each Scout has the opportunity to learn and earn at his own pace. If a Scout reaches 1st Class in one year good for him. Ed Mori 1 Peter 4:10

So we are to blindly follow a program the BSA says works but has no actual proof that it does work? I'm not a lemming. Kids learn at different rates. If a Scout reaches 1st Class in on year, great! If he doesn't the program he is in is a failure? I don't think so. I looked up the last four Scouts who earned Eagle in my Troop & none of them earned 1st Class in one year. I asked this question before and Bob White was to look into it but never got an answer. So I'll ask again but I would like to direct it to dsteele. Are there any statistics regarding the First Class/First Year program? Are more Scouts retained in Scouting because of it? Ed Mori 1 Peter 4:10

In eisley example you drive the Scout home. Then when you get home you call the Scout's house & talk to his parents & explain why you did what you did. Bob is correct in stating we need to be prepared but there are times when things like this happen. Ed Mori 1 Peter 4:10

KS, No you are not micro managing. In the SM handbook it says the Scout is to get the name of merit badge counselor from his SM. Ed Mori 1 peter 4:10

They are not required to travel in pairs, they are not required to be under the supervision of someone 21 or older. These rules pertain to troop trips and outings." Where does in the G2SS does it state these rules pertain only to trips & outings? "Driving to a troop meeting is different than attending a council or district event." Agreed. Driving & attending are different. "Transporting yourself is different than driving on a trip with other youth while under the supervision of the troop. Nowhere do the rules restrict a licensed driver transporting themselves. Nowhere are Venturers held to a different standard as was posted" Agreed. And nowhere do the rules specify an individual driving alone versus driving a group. These are general guidelines. Ed Mori 1 Peter 4:10

It might center on groups & passengers but nowhere is it stated that it is limited to groups & passengers. I don't see any allowances for Venturing and restrictions for Boy Scouts. OK this might throw some salt into the wound. The G2SS states "It is essential that adequate, safe, and responsible transportation be used for all Scouting activities. Because most accidents occur within a short distance from home, safety precautions are necessary, even on short trips. General guidelines are as follows:" And #1-12 under this are all in bold type. A Troop meeting is a Scouting activity. So the guidelines should apply. I'm not saying I don't think a Scout should be allowed to drive himself to a Troop meeting. What I am saying is this another one of the "gray areas" not clearly defined. Ed Mori 1 Pster 4:10

There is no requirement for the Scout to have a merit badge book. Are you a Reading merit badge counselor? If so, you should have a copy of the merit badge book. I would talk to your council & see what they suggest regarding the max number of merit badges for counselors. Ed Mori 1 Peter 4:10

Quantity at the expense of quality just to reach a goal is seldom a good thing and is only a temporary fix. Usually, more problems result this way. Ed Mori 1 Peter 4:10 -
NeilLup, Deaf is deaf regardless of when. My son is deaf from birth & is very much ASL. My daughter is deaf from birth & she is very much Signed English. Both read lips & use sign language. They both talk, also and are very understandable. Heather Whitestone (Miss America) became deaf after birth and cimmunicates the same as those born deaf. Sign language & lip reading isn't exclusive to when the deafness occured. These are forms of communication for the deaf. In strict deaf culture, there is no voice & very little lip reading. Sign language is the only accepted form of communication. There is big difference between deaf culture & being deaf. Ed Mori 1 Peter 4:10

In the situation you described you have every right to require that he go back and fulfill the requirements as stated in the handbook. Then the committee needs to discuss with the leader why the requirements are being signed when they have not been met." If the ACLU really was about defending the Constitution then it would not have to defend anything in this case. The 1st Ammendment guarantees the freedom of speech & freedom of religion. If you don't like what someone says you don't have to listen! If you don't like their religious beliefs you don't have to. But they are entitled to say & what they want & believe what they want. By the ACLU trying to silence them, the ACLU is in violation of the 1st Ammendment. Ed Mori 1 Peter 4:10

dan, Uniforms might be method but they aren't required and by a Troop requiring the Scout to be in uniform is the same as the Troop having attendance standards. Ed Mori 1 Peter 4:10

dan, No I'm not hung up on the BSA not requiring uniforms. The point I am trying to make is people seems to be dead set against attendance standards for Troops but want all their Scouts in a uniform that isn't required! Seems like the same thing to me. Ed Mori 1 Peter 4:10

So if the Scouts want a program that does little camping & focuses on sports, that's ok? "Sure the scout needs to feel an obligation to participate, but we as leaders are responsible for creating and nurturing that feeling. A good leader has better tools to do that with than threats and attendance rules." Having Troop standards like attendance is not a threat. It is what it is - a Troop standard. It is only on of the methods many Troops use not the only method. Belonging to Scouts is voluntary. Just like joining a sports team at school or the band at school. If you don't show up for sports or band practice you won't reap the benefit of the organization. Ed Mori 1 Peter 4:10

If you play on a sports team, you are required to wear the team uniform regardless of the cost. If a Scout can't afford a uniform then I would find a way to help him pay for it even if it meant the money came from my pocket. Ed Mori 1 Peter 4:10

So since there is nothing in Nationals policy regarding attendance by a Troop having an attendance policy is adding to the requirements? What requirement is this adding to? Or is this like the uniforms? There is no requirement for any member of the BSA to own a uniform but many units require Scouts to wear uniforms. Ed Mori 1 Peter 4:10
