I understand fine, Bob. But your statements Your charter organization is responsible for you being a unit leader NOT the BSA. If a person with poor character is in your unit it is because your unit picked them and signed them-up. contradict themselves. And we want to be accurate in our statements, don't we. Maybe the BSA should get out of the CO "owning" the charter. That might help eliminate problems. And the units I am a commissioner for are doing very well, thank you. I thought the CO choose the leaders? But because there are poor leaders chosen it's the unit's fault? That makes no sense. Actually, if the BSA demanded more (and enforced)from the CO's they would probably be more involved in the leader selection process and these type of problems should decrease. I am well aware of how the leader selection process is to work. My point is in reality, it isn't happening that way. Maybe the BSA should change giving ownership to the CO & use the franchise method. That would get the ACLU off their back and might help with other problems in the long run. Ed Mori Troop 1 1 Peter 4:10

Bob, That wasn't my point at all! My point is the CO's aren't the ones choosing the leaders. The leaders are being chosen by the existing leaders in the unit. EagleinKY's example is probably more the norm than the exception. Ed Mori Troop 1 1 Peter 4:10

OK. Maybe I should have said "Almost all of the news reports about ministers who were abusing kids were Catholic priests." Sorry. The analogy is still flawed since going to school is required as is church for Catholics. Scouting is voluntary. Sorta like joining the football team or the chess club. Most, if not all the reports of child abuse regarding men of the cloth was in the Catholic church. Big scandal in Boston & many other dioceses. Did the Pope change the rules? Doesn't the Catholic faith interpret the commandment "Keep the Sabbath holy" to mean church attendance on Sunday (or Saturday) is mandatory? Used to be when I was Catholic. The 2nd & 1st Class requirement can be done together. And if a Scout passes his swimmers test at summer camp, he has met requirement 7b for 2nd Class & 9b for 1st Class as well as the distance requirement for the Swimming MB. If a Scout came to me without the rank pre-requisites not completed, I would do them 1st, supply a signed note for his SM once they were completed then proceed with the remainder of the badge. Seattle, I would agree that most CO's have little or no involvement in the Scout unit they charter. And if a unit wanted to "plant" another unit elsewhere, and the CO has given the unit leaders total control over the unit finances, then the unit would be able to "plant" another unit. I like this idea. "Plant" new units from successful units. Good idea. I also like the idea of mandatory training (on top of the Fast Start video) for adult leaders. What's silly is to compare school attendance & church attendance to Scouting. Attending school is required. Either private, public or home schooled. Some people can't afford private schools so their kids go to the public school who had the teacher arrested for being a pedophile. Some people can afford private school & will send their kid to the private school that had a teacher arrested for having kiddie porn on his/her home PC because they don't like the public school system & don't or can't home school. Almost all of the ministers (priests) who were abusing kids were Catholics & going to church for Catholics is required. Scouting isn't a requirement for youth. So making those comparisons is silly. Yes what does happen nationally will effect the local units regardless of how good a program the local unit have! Will it effect all local unit? No. But the numbers are down nationally. That's not silly. That's a fact. Sure a bad program in a unit will keep kids away. But so will bad press. Ed Mori Troop 1 1 Peter 4:10

Sure little Johnny wants the promise and fun of Scouting. But it's mom & dad who make the decision & write the check. And if mom & dad are hearing on the 6 PM news the BSA is fudging numbers & a top BSA exec has been accused of kiddie porn & a unit leader across the country was arrested for molesting Scouts in his home don't you think they are going tell little Johnny to join the band? My bad OGE. I meant the Council. Sounds like a camp in my area. The Council wanted to bulldoze the old mess hall & get rid of the camp. The volunteers from my district & quite a few others got together & completely redid the mess hall turning it into a bunkhouse for 30 Scouts and 10 adults. It has a full kitchen with working gas stove & a full bath with a shower. The other 3 camping cabins were cleaned & painted. The Campmaster building was completely renovated and a stage was added. It is now use by Troops & Packs for weekend camping & Districts for training & camporees. Ed Mori Troop 1 1 Peter 4:10

It really makes no difference if the boy & his parents read the beginning of the handbook. It really makes no difference that this guy took YPT. It just proves no matter how hard any organization tries to stop this sort of thing from happening, it will never rid itself of people like this. This could have happened in any youth organization. And this guy could be going around to different youth organizations doing the same thing! He just got caught this time. Ed Mori Troop 1 1 Peter 4:10
