  6. I can see both sides here. By not turning this Scout over to the authorities we are sorta saying "it's OK" and if we do turn this kid over to the authorities we might destroy a good kid. Tough call. I might give his name to the authorities since the amount he stole was sizable. I also think having a law enforcement officer talk to this kid is a good idea. As far as Scouting, his advancement would stop. He would be on a probationary period of at least 6 months as nothing more than a regular Scout of Life rank. Now if he turns 18 during this time, oh well! He made the choice to steal. He now has the consequences to deal with! And isn't Scouting about helping boys make ethical & moral decisions? Oak Tree, You posted I think more technically the question would be, can you renege on signing the Scout spirit requirement, which is very typically signed off at the same time as the Scoutmaster conference.   13. Actually, a Scout doesn't pass or fail a SM conference. The requirement for every rank states Take part in a Scoutmaster conference. There is no pass/fail. In your example, the BOR should be asking the Scout how he has shown he is trustworthy. The BOR is the place for this to take place, not the SM conference. Ed Mori Troop 1 1 Peter 4:10

  16. LongHaul has a valid point. There is nothing that requires a Scout to call or meet with a MB counselor prior to starting a MB. But by not meeting with the MB counselor, how is a Scout to know what the MB counselor is looking for? I always meet with the Scouts prior to them starting a MB. This way I get to know them a little & can get an understanding of their understanding of the MB requirements. This helps when I am evaluating their completion of the requirements. I also use the MB worksheet at meritbadge.com. Thanks guys! LongHaul also posted he wouldn't accept a Scouts budget for the Personal Management MB because his budget contained all zeros. And the Scout seemed to have a valid reason for this. The requirement states: 2. Do the following: 1. Prepare a budget reflecting your expected income (allowance, gifts, wages), expenses, and savings. Track your actual income, expenses, and savings for 13 consecutive weeks. (You may use the forms provided in this pamphlet, devise your own, or use a computer generated version.) When complete, present the results to your merit badge counselor. 2. Compare expected income with expected expenses. 1. If expenses exceed income, determine steps to balance your budget. 2. If income exceeds expenses, state how you would use the excess money (new goal, savings). While I wouldn't like a Scout presenting a budget with all zeros he did meet the letter of the requirement and it should be signed off. Ed Mori Troop 1 1 Peter 4:10

  22. For #2, it could be one place for the two the Scout choses, but that place will have to meet the requirement for each. In other words, a historic landmark isn't necessarily a federal facility and a federal facility isn't necessarily a national monument. Ed Mori Troop 1 1 Peter 4:10

  25. Show experience in camping by doing the following: 1. Camp a total of at least 20 days and nights. You may use a week of long-term camp toward this requirement. Sleep each night under the sky or in a tent you have pitched (long-term camp excluded). The requirement doesn't state where or whom with the camping is to be completed.
