Here's the requirement While a Star Scout, take part in service projects totaling at least six hours of work. These projects must be approved by your Scoutmaster. Let's break it down. While a Star Scout, take part in service projects totaling at least six hours of work. 1st is the rank requirement. The Scout must be the rank of Star. 2nd the Star Scout must take part in service projects. This doesn't say lead or show leadership in just take part in. These projects must be approved by your Scoutmaster. The projects must be approved. Not what the Scout will be doing in the project but the projects themselves. Leadership isn't mentioned anywhere. So for a SM to not approve a service project for rank other than Eagle because the Scout isn't leading it or showing leadership is adding to the requirements. No interpretation just fact. Not true at all. If the public school is the chartering organization, it's a school program, just like any other extracurricular school program, and like every other school program, students can't be excluded for being atheists. And the football team is also a school program. But they legally discriminate based of talent! And the band legally discriminates based on musical ability! Ed, the BSA can exclude atheists because it's a private organization; public schools aren't private organizations, and they can't run youth groups that exclude atheists. Why can't they? Three key words - take part in - not show leadership in. The requirement is for a Scout to participate in a service project approved by the SM. The project is approved, not the Scout's role in the project. If the Scout leads the project great! If he assumes a leadership role during the project great! But requiring the Scout to lead or show leadership for a service project for rank other than Eagle is adding to the requirement and that is forbidden. Ed Mori Troop 1 1 Peter 4:10

Take out the word leadership & that's what a service project should be. It is up to the SM to approve the project prior to starting. And the service project might be an annual Troop project or Beaver Day. Here's the requirements For the Second Class rank, a Scout must participate in a service project or projects approved by his Scoutmaster. The time of service must be a minimum of one hour. This project prepares a Scout for the more involved service projects he must perform for the Star, Life, and Eagle Scout ranks. (Source: 33088D - page 26) For Star and Life ranks, a Scout must perform 6 hours of service to others. This may be done as an individual project or as a member of a patrol or troop project. Star and Life service projects may be approved for Scouts assisting on Eagle service projects. The Scoutmaster approves the project before it is started. Who is the service project for? Is this part of his summer time job? Why is he being aid? Does this service project fit Leadership service projects shall be meaningful service not normally expected of a Scout as a part of his school, religious, or community activities. Ed Mori Troop 1 1 Peter 4:10

It's your list Merlyn. You only point in not editing it was you wanted to inflate the numbers in your favor. I pointed out, as did others, there were errors but you refuse to do the leg work to correct it. And you source was questioned on the membership numbers & you never listed it. Yeah the data came from an anti-BSA site so one would expect them to be slanted against the BSA. I'd bet you did no research before you posted those numbers. I don't lie Merlyn. Previously, he served as the dean and St. Thomas More Professor of Law and The Catholic University of America in Washington, D.C. Prior to that post, he taught constitutional law at the University of Notre Dame for nearly two decades and directed Notre Dame's Center on Law and Government, where he founded the Journal of Law, Ethics & Public Policy. Dean Kmiec has authored or co-authored numerous books and articles on constitutional issues and the role of the U.S. Supreme Court. These include books co-authored with distinguished legal historian Stephen B. Presser - The American Constitutional Order, Individual Rights and the American Constitution, and The History, Structure and Philosophy of the American Constitution. In addition, he is a highly sought after national lecturer on Catholic social teaching and public issues, especially concerning the importance of family as moral educator. From 1985 to 1989. Professor Kmiec served in the Reagan and Bush administrations and headed the Office of Legal Counsel in the U.S. Department of Justice, a position once held by Chief Justice William Rehnquist and Associate Justice Antonin Scalia. What tactics have I employed that are the same as Kmiec's? Let's take a look at your public school list. Not all schools on that list are public schools but you led folks to believe the list was accurate even though you know it isn't. Misleading information posted as fact! And let us not forget those membership numbers you posted but had absolutely no proof were accurate yet you posted them as though their were accurate. Misleading information posted as fact again! Why? To use the shock factor so people will think they are true! WOW All those public schools charter BSA units? Membership slipped 25% - what's going on? Just like reading the tabloids!
