Points: 1) From my read, National policy is that the references BE CONTACTED. We've had some give and take here on whether or not references (beyond names on the app) were required. My take based on this is yes. 2) My council has the boy give the reference form to his references, then mail them back to a named unit leader. Was wondering how many other councils did same? My council does this. Actually, my district does this. Once, I had and Eagle candidate that my district AC never asked for letters of reference on. I took the Eagle candidate to his scheduled Eagle BOR & was asked where his letters of reference were. I said, I don't know didn't you get them? I got that "deer in the headlight" look & was told council requires them. I then said, you better get them, then. My Scout completed the requirement. He passed & as far as I know never had to produce any letters of reference. Ed Mori Troop 1 1 Peter 4:10 -
A Scoutmaster Conference is nothing more than a discussion between the Scout and Scoutmaster. It's not a pass/fail requirement. As Advancement Chair in my Troop, I periodically check the Scout's books & update Troopmaster. I also inform the SM of any potential advancements coming up. So if a Scout admits he never learned how to tie a bowline (never completed the requirement) but it is signed off, he would still pass his BOR for 1st Class? What if it was the swimming requirement? Would it be OK if that was signed & the Scout admitted he never completed it? I agree if this is the only thing the Scout is deficient in he should be given every opportunity to learn practice & demonstrate it during his BOR. Tossing a Scout a piece of rope & asking him to tie a required knot for rank can be one way for the BOR to ensure the signed requirement is valid. Ed Mori Troop 1 1 Peter 4:10

One thing is knots, we can't throw a kid a rope at a board and say "can you demonstrate a bowline for us". Or a taut-line. Sure ya can! And if the Scout says "What's a bowline?" then maybe he never completed the requirement. Ed Mori Troop 1 1 Peter 4:10

I have seen literature from BSA saying that TF to star a boy should never fail a BOR. Have you ever failed a Scout and why? Is this official BSA literature? Yup have failed a Scout at a BOR. Didn't know the Oath & Law. The BOR is not supposed to be a retest, how do you make sure all the requirements have been met? Ask what the Scout did to complete the requirements. Say a PL wants to be a nice guy and signs off and then the SM doesn't catch it that a skill has been missed and it comes up in the BOR what do you do? Tell the Scout to learn the skill & come back. I feel like sometimes we are just passing kids along, kind of like Schools used to do until to Sr. High and some mean teacher took and interest in making sure Johnny was somewhat prepared for the real world and then found out he couldn't read. Why is Mr Finney picking on my johnny so? No one is being picked on. Just being held accountable for what they should know. The BSA makes a BOR sound like the old Mike Douglas show: How are you? What's you favorite place to go? Is there anything we can help you with? Yadda freakin' yadda yadda What feeling of accomplishment is there in that? I don't think the BSA does this. I think there are some unit leaders who do this. Back in the old days could you ever ask questions that you made sure the kid knew his stuff? Who says you can't now?????? Ed Mori Troop 1 1 Peter 4:10

Some feel every boy will find Scouting fun. I love Scouting but I am not one of those who believe this. Scouting isn't for every boy. Not all boys like to fish, swim in lakes, shoot, build fires or camp. Sure there is tons of other stuff behind these activities but the boys see the activities & not what's behind them. You can only be there for the boys who want to be there. Beavah is correct - these boys will be on to something else soon. Ed Mori Troop 1 1 Peter 4:10

I would bet all of us have been leaving a Troop meeting & noticed one of our Scouts standing waiting for mom or dad to pick them up. I would bet we have all hung around to make sure the Scout had a way home. I would bet there are times when after we waited awhile, we took the Scout home in our vehicle without another Scout or adult when no one showed up to pick the Scout up. Common sense people! If it's within the guidelines and regs of the BSA, should it be considered a tweak in the first place? Great question OGE! Probably not but some would consider it such. Let's take the requirement discussed in the other thread as an example - pull ups. If a Scout does 1 pull up, in some units he needs to do 2 to show improvement. In some units it is the speed with which they are done. And some of the "do 2 to show improvement" units would tell you the "did them faster" units are wrong & visa versa. Pre-Conventional = pre-teen Conventional = teenager Post-Conventional = adult Sorta like stages of development. The more we experience, the more insight we have.
