I don't agree with Ed that a BOR should be in a position to tell a scout he hasn't completed the requirements to advance in rank. The SM is the one who ascertains whether or not the basic requirements are fulfilled. So if the BOR finds out during the review that a Scout actually hasn't completed a requirement, are they to pass him regardless? That would be rubber stamping to me & shouldn't be done. Yet I'm curious how a BOR can "fail" a boy when all of his requirements have been marked as approved/accomplished. Let's say Bobby 2nd Class come up for his BOR & the boards asks him when he completed 2D & he states I never did and it was signed off in his book. A requirement for rank wasn't completed so Bobby 2nd Class would "fail" his BOR. Naturally, the board would tell Bobby 2nd Class what he needed to do to complete the requirement & reschedule a BOR for a later date. Ed Mori 1 Peter 4:10

BOR = Board of Review. To review the Scout's progress to date. Pass-Fail requirement. Scoutmaster Conference - a sit down with the Scoutmaster to talk about the Scouts experiences in the unit to date. This is not a pass-fail requirement. A BOR is the last thing a Scout does before he advances in rank. If the BOR determines the Scout hasn't completed one/some/all of the requirements for rank, then he should be told he didn't pass & advised as to what he needs to do to pass. And another BOR should be scheduled for this Scout. Ed Mori 1 Peter 4:10

If a boys has fulfilled his requirements and the SM has conferred with him to make sure he's done that should suffice. Then why even have a BOR? Why is a BOR part of rank advancement? BOR's shouldn't be rubber stamp exercises but they shouldn't be a witch hunt, either! Ed Mori 1 Peter 4:10

Ya see this all the time with kids this age. I am firmly convinced they just don't have the capability to understand all the ramifications of their decisions at this age. And things like this happen & even if it is explained to them, they don't get it. Wait about 5 years & remind the Scout of this & I'll bet he realizes what he did was rude. Ed Mori 1 Peter 4:10 -
The leaders in the Troop in the next campsite from ours got up every morning & did a terrible rendition of "Oh What A Beautiful Morning". Much better than a bugle call! Ed Mori 1 Peter 4:10

Has anyone heard of Councils not having or not supporting Pinewood Derbies because of the loosing aspect? You've got to be kidding! Not everyone wins! There are losers! It's a fact of life! That's just crazy Fred. If I was a hiring manager & a parent of an adult I was considering hiring called me to discuss their kids application, I would politely tell them it's none of their business & toss the application in the vertical file! Mr. Rogers never said anyone was entitled to anything. Being special doesn't mean you deserve anything you want. Talk about spinning something out of control! Prof. Chance is way out of line! Let kids be kids! Stop worrying about getting them into a preschool! Let them play! Let them get skinned knees & dirty hands. Let them eat a mud pie & pick up a cricket! Let them have fun! Ed, that is not correct. The requirement is not for a boy to get a check-off in his book. The requirement is to do the work and learn it. Missed my point. When the requirement has been completed, the Scout's book is signed off. Asking him to do more for a requirement that has been completed is adding to the requirements. Somehow that has been twisted around to support a notion that if a boy does nothing in his position, he has still met the requirements as long as the SM or youth leadership has not removed him from the position before the time portion of the requirement has passed. No twisting being done. That's what it says! Ed Mori 1 Peter 4:10

When I was the Advancement Chair, I would periodically ask the Scouts for their books & update my records accordingly. This also gave me the chance to review each Scouts advancement. When it came to merit badges, I was the one who purchased them so keeping track of them was easy. Ed Mori 1 Peter 4:10

It's seems to contradict itself. The way it reads is time in position constitutes the requirement being fulfilled however, if the local BOR decides the Scout didn't do anything in his POR, he can be denied advancement based on that. Now what happens if the Scout appeals the decision of the BOR? Would it be overturned based on time in position? Ed Mori 1 Peter 4:10

If a boy has a POR & it is signed off when he comes for his BOR, asking him to do any more for this POR is adding to the requirements. He, at least in the Scoutmasters eyes, has met the requirement. The BOR would have an issue with the Scoutmaster, not the Scout. Ed Mori 1 Peter 4:10

What does the average Joe think of when someone mentions Boy Scouts? I would bet camping & hiking & stuff like that. I doubt the average Joe would spout of the mission statement. Ed Mori 1 Peter 4:10
