I knew an Eagle candidate was supposed to get Troop Committee Approval before STARTING their Eagle project. And in my council, the District Advancement Committee must also approve the project prior to any work being completed. Ed Mori 1 Peter 4:10

I dunno GW. If the Scout did nothing & was under the impression he completed the POR requirement because he wasn't given any guidelines or guidance from the SM, I would say the onus falls on the SM. Now, if the Scout did nothing & was given guidelines & guidance from the SM, then I would agree. Ed Mori 1 Peter 4:10

Actually, this is kinda simple. Before the next Troop meeting, the SM should have a conversation with the SPL & ASPL & convey to them that he would like them to address this problem & have them do it at the next Troop meeting. He should tell them he would deal with this by telling both groups if the current behavior continues, they will all be suspended from the Troop for 30 days. After the 30 days they will have to come with their parents & let the SPL & ASPL why they feel their suspension should be lifted. I'd bet the problem ends without anymore incidents. The Scoutmaster is the determining factor for POR. If a Scout has the time in a POR & does nothing & the Scoutmaster signs the requirement, done deal. The BOR is to review. If during that review, something comes up it can be addressed with the Scoutmaster to prevent future happenings. Ed Mori 1 Peter 4:10

LongHaul, This can be achieved for any service project as long as it is outside of Scouting. The Scout choose a charitable organization, finds out info about it & volunteer 8 hours of service. This could also fulfill the service project rank requirement. Picking up trash could be done for a charitable organization, so could a school project. A Troop project, no, since it must be outside of Scouting. I erred in my previous post. The time volunteered is for a charitable organization and can be anything a charitable organization would like the Scout to do. It could be sweeping out their warehouse! Ed Mori 1 Peter 4:10

While the things mentioned, picking up trash, school service hours, troop projects, are fine for rank advancement I would not accept them for Citizenship in the Community. Being a CitC MB counselor, these would be fine for the merit badge as well as rank. There is nothing that prohibits, for the lack of a better word, thing from meeting the requirements of a rank AND MB requirement. The MB requirement is the MB's call & the rank requirement is the SM's call. And these two could be the same person. Ed Mori 1 Peter 4:10

I think the bigger issue is why does the PL not get the SPL involved & handle the situation? Getting mom & dad involved doesn't necessarily mean the problem will go away. It could get worse. The SM should be working with his youth leadership to handle these type of situations. Ed Mori 1 Peter 4:10 -
The conversation in which I explain to him why there are two UU emblems that he can earn, but BSA doesn't approve of the one sponsored by his church, and vice versa, is sure to be a classic. So there are UU emblems he can earn! So the whole thing is moot!

The US was founded on religious freedom, while the BSA practices religious discrimination. The BSA is not at all in line with the beliefs and practices the USA was founded on. And the freedom of not from religion is what makes this a great country! That is why the BSA can have the membership requirements they have! Ed Mori 1 Peter 4:10

Details Details Details! The Scout should provide all the details he can about the project including tools to be used, how safety will be achieved, what first aid will be available, where the supplies are coming from, etc. The more the better. And the number of hours really makes no difference. There is no reguired number of hours or minimum number of hours. Ed Mori 1 Peter 4:10

I knew I shoulda spun it of the prior post that states In the specific case of the BSA, they denegrate atheists. And yes, I will also mention the government when the BSA uses tax money to support their private club that excludes atheists. This post makes it sound like a fact rather than your opinion. What tax money? Does the BSA get of cut of my or your taxes? I don't think so. My other post makes valid points. Like you constantly say about the BSA, Merlyn, you can't have it both ways.
