Shadyside & Oakland are both neighborhoods in Pittsburgh. The University of Pittsburgh & CMU are in Oakland & Shadyside is right next door. They could of hiked around 10-15 total miles.

I think you are over thinking this one. People moving into a community is usually good for the community. They increase the tax base, bring new ideas, etc. And if they move to the community because of the schooling, that says a lot.
I also think you are really making this requirement a lot harder than it needs to be.

The school associated with our church is considered a charitable organization for tax purposes but I would not accept it for the MB. The school's main objective is not to "bring the people of the community together to work for the good of the community".
What is their main objective LH? It is a charitable organization! And how do you know people don't move to your community to go to this school? Do they do anything for the community?

Let's take a step back.
Even the scholarship titled "THE HUBERTUS W.V. WILLEMS SCHOLARSHIP FOR MALE STUDENTS" doesn't list sex as a criterion.
Oops, it does say "male" in the section that lists the possible majors.
So there might no be any race requirement but there sure seems to be gender discrimination going on. But that must be OK. Or is it?

It's a stupid requirement. All you need to do is ask the Scout if he has talked to any non-Scout about Scouting. Waste of time requirement in my opinion.

I don't know but it is possible the polling place was also the Troop's COR! That should make a difference.
They weren't soliciting! Putting up a sign & accepting donations for our boys on active duty is not soliciting or promoting war! The apology should come from the election commission.

I would love to see this go to court. That would put an end to this crap & I would bet, the ruling would go in favor of public schools being able to charter BSA units. The reason for stating it is a violation is a stretch in the first place.
The unit I was affiliated with was chartered by a church, Merlyn, so this was never an issue.

Yup the BSA was threatened with lawsuits because someone thinks it's illegal for a public school to charter a BSA unit so they switched the chartering to the school's PTA or PTO. Big whoop!

I'm not sure what difference it makes whether a new member knows all about all the various and sundry rules, procedures, memberbship polices, and whatever when he turns in his app. If he runs afoul of anything he'll find out soon enough.
I would agree. How many of us join an organization & don't know all the rules & regs? I would bet all of us would raise our hand. How do we find out what these rules & regs are? We ask or find out when we violate one. It's a learning process.

The first clue in these kind of touchy-feely e-mail chain letters is they invariably instruct the recipient to forward it to everybody and their brother.
Doesn't mean they aren't factual, at least in part.
When they mentioned his attendance was lacking (not 50% as required in the Troop bylaws), I didn't know that wasn't OK. They mentioned that because of his poor attendance, he shouldn't get credit for his POR (patrol leader at the time if I remember correctly).
Sounds like this Scout was turned down for attendance rather than not performing his POR. Ya can't do that! There are no attendance requirements regardless of what the Troop bylaws require! The bylaws are adding to the requirements which is a big NO NO.
