  2. They are not my rules. These are are all rules that have been approved by the BSA executive committee and recorded in official BSA documnets and available for every adult leader to learn. I would agree with this, Bob. But what you are stating is your interpretation of those rules, which in my & others opinions are incorrect. Sketches & photos are used by many organizations to assist in the understanding of their rules. Take a look at your driver manual. Look at any operating manual.   5. Well, it seems we are at an impasse. Bob interprets "outside the sphere of Scouting" to mean an ELSP is not a Scouting activity. But he has yet to produce anything that states an ELSP is not a Scouting activity. Yes he has listed a bunch of rules & regs that guide fund raising & define the primary use of the uniform & a couple other things. But if his interpretation is accurate, those rules & regs don't apply since an ELSP isn't a Scouting activity! I wonder what National would have to say about this? Ed Mori 1 Peter 4:10
  6. Can you show evidence of ANY BSA rule that says otherwise? You haven't shown any evidence that says it is! All you have done, Bob, is string together a bunch of rules from different BSA forms & policies & determined a Scout isn't allowed to wear his uniform during an ELSP. We all agree the BSA is not to get the benefit of the project. That is to be "outside the sphere of Scouting." That in no way means an ESLP is not a BSA project. It is! OK just for giggles, lets say an ELSP isn't a BSA project. Then all the uniform guidelines you have quoted, Bob, don't apply. This isn't a BSA event! You can't claim it isn't a BSA event then try to apply BSA rules to it! That's like driving in Pennsylvania & being pulled over for exceeding the speed limit in Ohio! Outside the Sphere of Scouting" means that the project cannot benefit the BSA, the local council, the unit...that's it. " No it does not. That is a separate issue addressed in a separate BSA policy.   8. Verify if this is true. If not, do nothing. If it is, do something. Doing nothing is the same as condoning the activity.
  9. If no funds or materials are solicited for the project, the Unit Money Earning application doesn't apply. And does it apply anyways? This is a form that is to be completed by the unit when fund raising. All the questions refer to the unit, not the individual. And, as stated by many, an ELSP is not a unit project. So, based on that, the form doesn't apply making the rules & regs that guide the form moot to this discussion. Yes the ELSP is not to benefit the BSA, but to benefit an outside organization. One can do an Eagle project that will benefit their chartering organization. All the requirements and approvals are from within the BSA making ELSP a BSA project. A Royal Ranger can't earn this award, only a youth member of the BSA can. There is nothing that states the Scout can or can't wear his uniform while completing the ELSP.   10. Status shouldn't make a difference. If you know a unit is knowingly violating a G2SS rule, someone at the district/council level needs to know. What happens if one of the people in this unit are hurt or something worse happens? Doing nothing is not an option. Ed Mori 1 Peter 4:10
  11. What Barry posted about the NSP is a good summation. I'm not a big fan of this method either. Sure it keeps all the new Scout together but it usually functions like a 3rd year Webelos den instead of a Boy Scout Patrol.   13. I don't think the Silver Beaver is about "doing your time." The way I understand it should be mostly what is done outside of Scouting that should carry the most weight.
  14. I would also propose rules like the previous two posts stated that require an MBA to interpret are of no help.
  15. I would propose that most problems come from leaders who misinterpret the rules & regs. This happens more often than not!

  18. Bottom line - this Scout was passed on BOR's for Tenderfoot & 2nd Class without knowingly completing the requirements for each rank. Technically, he should still be a Boy Scout. I was willing to make the exception for a situation that is beyond the control of first year scout working Tenderfoot or Second Class in order to get him through that first year and keep him in the program. I'm not willing to do that for a second year scout who starting to advance to ranks of leadership such as First Class and above. This statement is scary. What it says to me is until you are ready for 1st Class, you will pass your BOR's for Tenderfoot & 2nd Class regardless of what you do. This sounds like First Class First Year ran amok! It also sounds like the leadership of this unit doesn't fully understand they are not allowed to add or subtract from the requirements for rank which they are clearly doing.   20. A BOR should be a lot more than a pretend anything. To assume every Scout who comes up for a BOR will be successful is just plain wrong. While the success rate should be high, not every Scout will pass the 1st time. And hopefully, the reason they pass or not is based on the BSA guidelines not something the unit has made up. When I was the Advancement Chair, I had three committee members who sat on BOR's. The only time they didn't was if the Scout was their son. They felt it wouldn't be fair or might give the impression of impropriety so they voluntarily recused themselves. Having the same three people for most BOR's made each one consistent & fair for each Scout. Ed Mori 1 Peter 4:10
