I don't think the Scout must be removed from a POR if he is not performing it up to the standards agreed upon between the Scout & the Scoutmaster. This could be an excellent learning opportunity for the Scout. And if the Scoutmaster doesn't advance the Scout for this reason, that's the Scoutmaster's call. Why do we assume if kids are a problem they have special needs? It is entirely possible these boys are just the kinds who like to poke the pig till it squeals! And all they need is a good old fashioned, well, you know!

I agree with twice. When we start to assume, we end up in trouble.

Have a sit down with these boys & their parents. Explain what happened & tell them unless they improve their behavior, they will not be allowed to attend further outings. Also explain if this behavior rears it's ugly head on an outing, mom & dad will be called to come & pick them up immediately. Dining halls at summer camp are for Cubs! Why is there a need for a break from the patrol method? Summer camp is a great place to try new things as patrols & to hone your skills!
