This last weekend, my Troop attended to a District Camporee. Two Scouts had already paid fees for meals and for registration, but they can't make it due to medical reasons. Anyway, I received their corresponding patches. Should I give them the patches as a souvenir, even if they didn't attend the Camporee, or should I keep the patches only for those who attended.??????
