Well I found a copy of the July 2007 version fo teh BSA's "Charters and Bylaws" here http://www.scribd.com/doc/8919588/Charter-and-Bylaws-of-the-Boy-Scouts-of-America what's intersting is that at that link the words Scouts, Bylaws, and America are redacted except on the cover.

AM, Actually all policies are suppose to coincide with the Bylaws,and I believe workgin tot hat effect is in every policy manual. Wish I know now what I had back then, but I had a copy of those and gave them away.

89, the reason why professionals were brought up is b/c they do have a heavy influence on who serves on the DC. I'll be honest and admit can't cite chapter and verse on the bylaws, but I remember being told by the SE to remove folks b/c they were "anti-council."

Henkins stated "During your first year on the job, there's some flexibility as far as the numbers game is concerned, and I used that time to build a committee that is still growing. I'm glad your SE and DFS allowed you to flexibility with numbers, but I can assure you that not every SE and DFS is like that. In fact I know of one DE who did not make Winners' Circle after 3 months on the job. And part of his 3 months included a professional planning conference and PDL1!

My old boss got "promoted" to national and the DFS became a SE in another council. the SE that replaced him cleaned shop and we "lost" a significant number of scouts. No district made quality district, except fo rthe one I had worked in b/c I did clean shop right as I was walking out the door and the Vols wer very happy to see it happy, upset that i was leaving.

Tokala, You are so right. One of my lodge's dancers/singers was able to get aboard on OAIV staff. He was able to get a recommendation for staff from another one of our lodge members who I believe is on OA staff. Very knowledgeable and sings with one of the local drums on the powwow circuit. Heck there is youtube vids of him at powwows with the drum, and he may be on their next album.

problem s I have wit the collar of the Centennial uniform is that it's too large and makes tucking it under the shirt look odd. Some folks call it the 'ELVIS COLLAR." part of me is tempted to take it to a tailor, and have them remove it and stitch it up.

OGE that's correct. If a registered MBC says a scout earned it and signs the paperwork, he earned it. That is why the SM decides which MBCs to send the scouts off too. Perfectly good example All I needed was First Aid MB for First Class rank back in the day. SM strongly advised me to wait 'till summer camp and use the MBC there as the guy had an extensive first aid background and really taught the course very well. On another occassion I got certified as a YMCA lifeguard, back when they still taught the "hand to hand combat" and had a letter signed by my instructor saying that the course met the reuirements, yada yada yada. Well he wasn't registered as a MBC and the MBC I was sent you basically gave me a skills checkoff. Again once the MBC signs off, you have to accept it, BUT the SM gets ti send the scout to the MBC he approves.

According to this website http://usscouts.org/advance/changes/advchanges10.asp#active New regs on "active" for advancement Definition of "ACTIVE A Scout will be considered "active" in his unit if he is Registered in his unit (registration fees are current) Not dismissed from his unit for disciplinary reasons Engaged by his unit leadership on a regular basis (informed of unit activities through Scoutmaster conference or personal contact, etc. In communication with the unit leader on a quarterly basis. (Units may not create their own definition of active; this is a national standard.) If the Scout does not initiate communication, the unit leader is to contact the Scout and ask if the youth wishes to remain in Scouting. If the answer is negative, then the unit leader should no longer communicate with the Scout. If the answer is affirmative, the unit leader should provide the unit calendar. After six months of nonparticipation, the unit leader ay cease to contact with the youth and drop the Scout from the unit at recharter time. The Scout may return to the unit at any time while on the unit charter. At any time a Scout is dropped from a charter, the youth may re-apply to a unit for readmission; the acceptance of the application is at the discretion of the unit. The youth would be reinstated at the rank and level that can be documented by either the Scout or the unit.

Need to clarify, AT LEAST 1919, as that is when the photo of the unit is dated. The town I'm in has been in 3 councils; one prior to 1924, 1924- approx. 1929, then 1929 to today. I know the unit number changed at least one time as the 1919 photo has a different number, a higher one, than the unit today does.

Stupid question, but here it goes. How does one caculate the veteran Status of units that are part of councils that split/merge? I'm curious b/c in doing some research for my district banquet, we had some COs chartering units prior to the creation of the council in 1924. It appears that no unit in the council is older than 86 y.o., when I have evidence that puts some units in existance since 1919.

AM, Can't say about PDL-II or III, but at PDL-1 those were not the names of courses. But what was taught was how the system operated, and it is very easy to manipulate the system IMHO. Now what occured at local council planning retreats is a different story.

Actually Parvuli Dei is designed for 3-5 grades, so bears can earn it. FYI Parvuli Dei was the only award available to CS, until the program was expanded to 5 years. Then Light of Christ was create for TC and Wolves.

BSA Uniform and advancement policy (copy and paste)

One of the challenges with national policy and the "uniform question" (for lack of a better term)is that a uniform is not mandatory because they want ALL youth to be able to participate. Further if you look at some of the old literature, you would not be able to purchase a uniform until you became Tenderfoot, if memory serves there was no SCOUT rank/patch, which was when you were invested into a troop. Also scouts were strongly encouraged to EARN the money for their own uniforms. I know that as I bought the items for my uniform as a youth, i felt a lot of pride and took care of the uniform. I knwo that my son also was very proud when he bought his CS uniform, and takes somewhat better care of it than the rest of his clothes. One thing I've noticed in looking at old scouting photos from archives is that while not everyone was fully uniformed, everyone did their best to do so. yep some wore surplus items very simialr to BSA uniforms. But the series of photos that impressed me most were from NARA and were taken at a WWII internment camp. You could see a progression of those scouts in the camp from no uniforms in 42 to some uniforms in the 43-44 period, to everyone marching in uniform around 45. -

Maybe it's me, or the influence of my troop that I was in, but I WANTED to be in full uniform like everyone else. I scrimped and saved, used birthday and Christmas money to buy my uniform. Yes it took me 3 years, i also had to pay for my own trips, but in the meantime I wore green surplus store pants to try and be like everyone else. Nowadays unless you are going to NYLT, jambo, or summer camp staff it seams as if most folks don't give a darn about a complete uniform. And even then I've seen folks I know have 2-3 uniforms who still won't wear a complete uniform.

Cal, It's a young Pack, and from what I'm gathering, the policies and by-laws came about b/c the CO wanted them. To be honest they are out-of day as theycover both the pack and troop, crew isn't mentioned and they have been around for 2 years now. Fortunately we have a very good CO. Only problem I have with them is that the COR is a challenge to get a hold of at times as he travels out of the country with work a lot . they are VERY supportive of scouting and the units.

Because each faith set their own requirements and process(es) for the award(s) the answer is it depends. I knwo for my Parvuli Dei, it was awarded at Scout Sunday mass. A few non-Catholics received their faith's award at a pack meeting. Also for Parvuli Dei, it was basically child and parent (there was no Light of Christ in my day as TCs were a brand new program), while for Ad Altarie Dei and Pope Pius we had to have a certified counselor and we had the archbishop present the awards at a special mass. best thing to do is look for the medal and/or religous knot that they should be getting.

Emb, Yep we took off the regular unit number and replaced it with 22, wasn't an all in one BTW, BUT youth were told that the strip could be kept on after the course was completed. Interesting thing about the video is that it was made Since Aug 2008 when the new loops came out. -

ok I am trying to find a specific video requested for the district banquet, and I came across this recent video with a youth wearing the BROWNSEA strip between the CSP and unit numbers and and BROWNSEA temp insignia. -
Rubberband works, also a safety pin. best slide I've found to work is a homemade Turk's Head Knot, aka woggle. becasue I make mine small, they don't fall off. Problem I have is that in my pack, only the second year Webelos, aka Webelos IIs, aka 5th grade Webelos wear them. The younger cubs can wear any slide they make, but those.
