      Don't know about today, but back in the day DEs were told, at least in my council, to select folks who agreed with everything council wanted. I was told point blank to get rid of a bunch of people, basically the ones keeping the district together, because they were constantly questioning the council. One reason I was not popular at the office, I knew their value, and would not do it.  I did tell one volunteer they needed to pick 1 role, besides CM, as they had 4 district roles, and it was overwhelming her, and she refused to recognize it.    Not necessarily. I know volunteers hate change, but I bet you its the pros running councils that do not want to lose their power. Fewer councils= fewer SEs etc. And My understanding is that everyone who was eligible for retirement has taken it. So they are fighting for their jobs.  Most definitely. Council consolidation in their bankruptcy plan was supposed to take 5 years if memory serves.

      I'd encourage your son to send an email tonight to the SM asking if he could take a few minutes of the his time to have the SMC tonight, and even an offer to meet prior to the meeting if the SM is available. Might get him farther with the SM, and removes the opportunity for the SM to use an excuse of he is feeling cornered that it is "last minute" (in his mind).

      Trying to light a spark, not take over.  The problem is, the CC and the SM are married and the former SPL, now ASPL, is their son.  There's a lot of undue command influence, as we would call it in the Army.  I asked the SPL why we were having this drug talk again and was told "my mom said we had to have one".  This summer, the SM said he was done at the end of the year.  I volunteered for the job and he said he was staying on for another year.  I watched this troop for a couple of years before we joined.  They were very active - camping at least monthly.  Things changed when the original SM left.  Now we aren't even going camping in December as a troop - just a game day.

      I would rather a troop not have a "meeting" if they are doing a different activity that week. Meetings are there to support the program; most of the program exists (or should) outside of those meetings. IMO Scouting has dropped off b/c there is too much focus on the meetings, and classroom stuff and not enough in the out of outdoors. When scouting is too much like school with some weekend field-trips then it isn't scouting. Retention and engagement metrics in an adult-led, classroom style program is bad data.
